The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified, motivated, and dependable individual to fill a full-time position of Director of Human Resources/Payroll in our Central Administrative Office. Reporting to the RFMH Managing Director, the ideal candidate is a highly motivated individual willing to provide hands on leadership, support, and strategic direction for a wide variety of professional human resource and payroll services. This position requires an organized individual with the ability to regularly shift priorities to meet multiple deadlines. Additionally, it requires a self-starter and team player with excellent oral and written communication skills.
Duties and Responsibilities:
Duties and Responsibilities include:
- Process and monitor the RFMH defined and supplemental retirement plans, including required minimum distributions, quarterly reconciliation, review and approval of loans and withdrawals, QDAI and fee disclosure notices and repurchase.
- Oversight of retirement healthcare contributions, deductions, and eligibility, as well as COBRA compliance.
- Preparation of Affirmative Action, Veteran's, EEO, Multiple Worksite, ACA and Worker's Compensation reporting quarterly and annually. To include research and documentation of noted disparities', and annual Affirmative Action outreach.
- Oversight of unemployment submission and reconciliation.
- Employment verifications and audit requests including E-Verify.
- Oversight of administration of short-term disability, FMLA and PFL.
- Analyze Reasonable Accommodation requests.
- Review employee grievances and respond to Department of Labor inquiries.
- Oversight of all benefits and payroll deductions, including garnishments, Medical Support Orders, and all aspects of open enrollment.
- Oversight of time and attendance systems and labor distribution module.
- Preparation and delivery of training material including annual sexual harassment training.
- Oversight of the posting, onboarding and offboarding process and employee orientations.
- Oversight of immigration forms and visas, including F-1, J-1 and green cards including Non-resident Alien taxation.
- Annual reconciliation and preparation of W-2's and form 1042, W-2c's and 1095 forms.
- State quarterly wage reporting.
- Investigation of worksite complaints and grievances to include mandatory reporting.
- Testing of Oracle module patches.
- Oversight of Educational Assistance Program.
- Monthly benefit billing.
- Payment of bi-weekly employment taxes.
- Preparation and delivery of employee communication to include required annual notices.
- Supervise staff.
- Perform other duties as assigned, including participation on committees, and working groups for the enhancement and/or development of new processes and procedures
- Occasional travel to the New York City area or other areas within New York State
Minimum Qualifications:
- A bachelor's degree and seven (7) years of experience,
- Or an associate degree and five (5) years of experience,
- Or a high school diploma and ten (10) years of experience showing professional growth in a Human Resource/Payroll environment.
- A master's degree may substitute for one (1) year of experience.
- Proficiency in all of Microsoft Office Suites (specifically Excel) and at least two (2) years supervisory experience
Preferred Qualifications:
- Experience with Oracle HRMS, OTL, and LD modules.
- HR Certification.
- Bilingual in English/Spanish.
