As a Director of Legal Services, you will act as lead counsel for Liberty’s water utility operations in Arizona and Texas, providing expert legal guidance on matters that drive company success and community impact. - Act as Liberty’s in-house subject matter expert on regulatory issues, guiding and representing our operations before the Arizona Corporation Commission (ACC) and the Public Utility Commission of Texas (PUCTX)
- Collaborate with the Arizona and Texas operational teams, including Accounting, Customer Service, Engineering, Finance, and Regulatory departments, to align legal strategies with business initiatives
- Manage and support rate cases, regulatory dockets, and hearings before ACC and PUCTX, preparing expert witnesses and delivering strategic guidance on case management
- Analyze, advise, and document complex legal issues related to utility regulation, tariff reviews, legislative changes, compliance standards, and customer relations
- Advise on legal and business strategies for capital projects and operational decisions, enhancing our ability to meet regulatory and company standards
- Draft, review, and negotiate contracts, pleadings, regulatory filings, and other legal documents to support business objectives and mitigate risks
- Supervise and coordinate with external counsel to ensure efficient management of legal matters in Arizona and Texas
- Support corporate governance functions and assist with due diligence, mergers, acquisitions, and finance transactions, working closely with various corporate functions
- Provide legal advice on commercial transactions, standardized agreements, environmental compliance, and vendor relationships
- Oversee and manage litigation matters impacting Liberty’s water operations in Arizona and Texas, monitoring case progress and advising executive leadership as needed
- Engage in other responsibilities as requested by leadership
- Juris Doctor (JD) from an accredited law school
- 5+ years of experience in utility regulatory law or administrative law
- Licensed to practice law in Arizona and Texas, or eligibility to obtain license, and maintain good standing in all practicing jurisdictions
- Experience in government or regulated utility environments preferred, including work with operational and contract matters
- Strong understanding of regulated utility business operations, with the ability to align legal strategies with organizational goals
- Experience in contract negotiation, drafting, and managing complex commercial agreements
- Adept at handling complex legal documentation and research
- Excellent communication and interpersonal skills to effectively collaborate with diverse teams and executive stakeholders
- Willing to travel within the U.S. and Canada as needed
- Valid driver’s license and passport required
