Position Overview:
The Director of Program Operations reports directly to the Executive Director and serves as an integral member of the Executive Management team. The individual in this role will serve as a Senior Advisor to help the Executive Director determine, articulate, and execute the mission, vision, and strategies of Youth Outreach Services. The position assists in determining and defining the needs of the community in which the agency serves as a basis for program development; directs the planning, organizing, and administering of agency-wide programs; provides leadership and direction to specific agency functions; develops a broad program plan designed to maximize potential fundraising and financial management and aids the Executive Director in formulating and administering agency policies by performing the following duties personally or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:
1. Program Planning & Development: Participates in formulating and administering agency policies and developing short and long-range program goals and objectives. Assists the Director of Revenue Growth & Partnerships in seeking new public and private sources of funding to enhance program services and meet strategic aims. Prepares briefing memos and/or relevant updates for the Executive Director on relevant issues, outstanding projects, and YOS activities, identifies issues, develops contingencies, and suggests remedies.
2. Budgeting: Responsible for the development and administration of program budgets in collaboration with the Program Directors and Managers and conferring with the Executive Director and Director of Financial Operations regarding budget status.
3. Contract Development & Monitoring: In collaboration with the QA/QI Department, reviews and analyses of services/activities, costs, operations, and forecast data are conducted to determine progress toward stated goals/objectives and contract compliance. Inspects program facilities to ensure standards and procedures are being met. Develops strategies to correct deficiencies that may arise. Responsible for developing, monitoring, and renewal of program service subcontracts.
4. Community Relations: Interprets agency purpose and programming to community stakeholders. Establishes and maintains strong relationships with upper-level management of public and private funding sources, social service agencies, and local, state, and federal government entities. Maintains relationships with and provides leadership to committees of the Board of Directors.
5. Quality Improvement: Demonstrates leadership and support in agency-wide quality improvement efforts in partnership with the QA/QI Department.
6. Risk Management: Serves on the Agency Risk Management Team
7. Performance Management: Responsible for conducting timely performance reviews of the Director of Juvenile Justice, Director of Behavioral Health Services Prevention Program Manager, and other Program Managers as deemed necessary. Assists the Director of Human Resources to ensure that employee performance evaluations are conducted as specified in policy and with developing organization wide incentive initiatives in alignment with YOS' financial standing.
8. Organizational Support: Assists the Executive Director in developing, planning, and executing office-wide communications and events, including Leadership, Managers, and All Staff meetings
9. Quality Improvement: Participates in the ongoing quality improvement efforts of the agency.
10. Diversity/Cultural Awareness: Ability to communicate and work effectively with diverse communities and constituencies.
11. HIPAA: Full access to client and employees' personal and confidential information. Confidentiality must be maintained at all times.
12. Other Functions: The Agency may assign other functions to the position at its discretion.
QUALIFICATION REQUIREMENTS:
- Masters Degree in a related social services field.
- Minimum of ten years experience in the social services field.
- At least five years of supervisory and administrative experience.
