Deputy Chief / Director of Public Safety
Job Description
Reports to the Chief/Senior Director of Public Safety of Boston Medical Center (BMC). The Deputy Chief/Director of Public safety will assist the Chief of Public Safety with establishing the vision, mission, direction and supervision of the Department utilizing core BMC values. The Department serves the BMC community by prioritizing the safety and security of all staff, patients and visitors. The Department strives to work collaboratively with all departments and agencies to reduce instances of workplace violence, the prevention of crime on campus and protect lives and property and promoting a safe and therapeutic environment. The Deputy Chief will manage and supervise all operations of the department, provide budget and policy recommendations to the Chief, and provide leadership and direction to department objectives. This position will assist in the planning of activities, training, assignment, supervision, and discipline of all department personnel. Position will play an important role in ensuring the Department is meeting the needs of the BMC community, staff are well trained and prepared to carry out their responsibilities and the department staff are performing effectively and efficiently in the performance of their duties.
Essential Functions:
Directs and oversees Public Safety Operations, Investigations, and collaborates with the director of Emergency Management and the Office of Parking and Transportation Services.
Oversees the development and oversight of Standing Operating Procedures (SOP) and establishing work rules related to all Public Safety Operations.
Meets with senior managers and directors to develop response plans, assess risk, recommend improvements and improve services. Reports and recommends strategic changes to the Senior Director of Public Safety and Security.
Promotes a strong recruitment and retention position with a focus on recruiting and retaining knowledgeable, dependable, competent and diverse personnel.
Reviews, assesses and recommends improvements to affiliated programs including those located at the Boston Medical Center Health Systems. Participates in the implementation of disaster response plans, mock drills and threat and vulnerability assessment.
Participates in regulatory / compliance processes and oversees those processes that impact security, control center and parking services including, but not limited to, the ongoing management of required activities mandated by the Joint Commission (JC), the Health Insurance Portability and Accountability Act (HIPAA), Nuclear Regulatory Commission (NCR), Criminal Justice Information Service (CJIS), Police Officer Standards and Training Commission (P.O.S.T) and the Criminal Offender Record Information (CORI) guidelines.
Works with the Chief to ensure the appropriate financial accountability and responsibility of department operations within approved budgets.
Ensure the Department is provides training and educational programs for staff and including managers supervisors and employees on the proper utilization of services provided by public safety, and other support service departments.

Minimum Qualifications:
- Bachelor's Degree in Criminal Justice, Management or other related field
- Eight or more years of leadership experience In healthcare security and/or law enforcement
- Past or present law enforcement experience is preferred.
- Ability to meet the requirements and be certified by the Massachusetts Peace Officer Standards and Training (POST) Commission as a peace office in Massachusetts.
Additional Qualifications:
- Must possess the ability to legally operate a motor vehicle in the Commonwealth of Massachusetts.
- Possess and maintain a current, valid Massachusetts driver's license and successfully complete a motor vehicle driving records check.
KNOWLEDGE AND EXPERIENCE
- Exceptional interpersonal and leadership skills in dealing with staff and the general public.
- Knowledge of the methods and practices of criminal and constitutional and rules of evidence and community policing principles.
- Knowledge of Healthcare security practices, principles and leading industry standards.
- Knowledge, certification, and practical application in incident command system.
- Excellent verbal and written communication skills, including prioritizing, problem solving and interpersonal relationship building.
- Ability to plan, direct and evaluate the work of subordinates.
- Ability to develop, implement, and assess goals and departmental objectives and to communicate through written policies and procedures.
- Demonstrated ability to exercise sound judgment and exhibit leadership in sensitive and emergency situations and making critical decisions.
- Demonstrated experience working with multiple units and/or organizations, building relationships within highly collaborative projects, programs or problems.
- Strong problem solving and conflict resolution skills.
- Ability to establish and maintain effective professional working relationships with peers, colleagues, associates, administrative staff members, and with personnel of external agencies and organizations.
- Ability to evaluate, benchmark and implement new strategies and workplace safety programs quickly to enhance the safety and security of the Boston Medical center Health System.
- Proven time management / organization skills (must be able to prioritize workload and meet deadlines).
- Demonstrated possession of high degree of integrity, honesty, respect, professionalism and empathy and demonstrated ability to make sound decisions based on good judgment/common sense.
