DIRECTOR, OFFICE OF STRATEGIC ASSESSMENT - Department of the Navy/Assistant for Administration

Summary You will serve as the Director, Office of Strategic Assessment in the Office of the Secretary of the Navy for the Department of the Navy (DON). Responsibilities You will serve as the senior civilian advisor to the Secretary of the Navy (SECNAV) responsible for providing independent strategic assessments in support of the Secretary’s Title 10 authorities and responsibilities. You will provide leadership, management, strategy development, and policy development and conduct independent assessments that directly impact department-wide plans, programs, processes, and policies. You will assess the DON’s impact and effectiveness in meeting select existing DON strategic objectives and priorities by analyzing integrated plans, programs, processes, and policies against established relevant guidance. You will develop and update the strategic assessment analytic agenda and engage regularly with SECNAV to determine the most important priorities for assessment. You will assess opportunities for agile decision making and provide recommendations for systemic DON improvements to enhance strategic agility. You will engage with interagency senior officials across the government as well as senior leaders from other sectors to identify key DON needs and challenges requiring resolution. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Extensive knowledge and experience in conducting and leading analyses, research, and independent assessments that directly impact Naval enterprise-level decision making, as well as experience in developing Department of Defense-level strategies and familiarity or experience with force architecture development efforts. 2. Detailed knowledge and experience in the full lifecycle of legacy military capabilities and capital platforms, to include experience with science and technology (S&T), design, research and development (R&D), acquisition, test and evaluation (T&E), sustainment and maintenance, and deployed operations of military systems. 3. Extensive expertise in transformational emerging capabilities including emerging digital technologies, to include experience with evaluating the safety and efficacy of these technologies and experience in developing strategies or policies for effective integration of these technologies into military capabilities. 4. Experience in engaging with interagency senior officials from DON, DOD, Joint Services, other federal agencies, Congress and the Executive Office of the President, as well as experience in engaging with senior leaders from academia and the private sector. 5. Detailed experience directing leadership development programs to educate and grow strategic thinkers capable of leading major military or government organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Veteran's preference does not apply to the Senior Executive Service. This position is not covered by the Department of Defense Priority Placement Program.
