We are in search of a Director for our Program Assurance Function (PAF), you will play a pivotal role in driving the strategic objectives of PAF forward by overseeing a diverse range of responsibilities. Bring your expertise in strategic planning, execution and implementation.
This role is visible across the Federal Reserve System and will require you to bring your collaborative and results oriented communication style. You will work closely with the VP of PAF to ensure that PAF’s initiatives align seamlessly with the unique priorities the Federal Reserve System.
You will lead a team of subject matter experts to define, communicate and enable the adoption of standards, templates, best practices, and risk reporting for project/program, portfolio, product management, and Agile delivery. Your team will provide engagement at the start-up and close-out phases of major Federal Reserve System initiatives, as well as provide independent verification and validation coordination services.
Note: A remote work arrangement may be considered for existing Federal Reserve System staff who are not local to the 9th District and who meet the Bank’s established remote work criteria.

Responsibilities:
Direct the activities of the PAF team, who provide assurance activities for technology initiatives across the entire Federal Reserve System. The team’s portfolio includes Standards, guidelines and practices covering Agile and the 4Ps (Program, Project, Product and Portfolio), risk reporting, and independent verification and validation framework and vendor relationship management.
In collaboration with the VP of PAF- develop and lead the implementation of strategic initiatives that align with Federal Reserve System’s goals and objectives.
Provide executive consultation and support to senior leader(s) responsible for organizational initiatives.
Make recommendations on the revision and enhancement of the PAF services and present them to Sr. Leadership.
Balance stakeholder engagement, with the ability to anticipate needs of multiple stakeholders. Manage ambiguity and operate effectively even when things are not certain to chart a clear way forward. Drive the vision, purpose and strategy forward by motivating team and others.
Develop team goals and objectives that effectively advance the goals and objectives of the department, Bank, and FRS.
Work closely with official staff and management team to formulate, implement and measure outcomes of strategic plans and goals, budgets and resource planning, projects, performance and related matters.
Maintain a high level of knowledge of technical, operational, and policy issues relating to the industry and provides a high level of application and/or operational expertise.
Translate policy decisions from System IT governance bodies into solutions and operational changes, coordinating work assignments and implementation.
Develop, motivate, coach, and evaluate performance of staff, which includes managing staff to identify developmental assignments and training opportunities, working with individuals on their career goals, delegating responsibilities, providing timely feedback and evaluating performance.
Play a key role in the full cycle of employment matters, including but not limited to those involving hiring, retention and performance optimization, salary recommendations, and decisions related to the termination of employment, as well as the documentation of these matters.
Qualifications:
Bachelor’s degree in a relevant area. Master’s degree is preferred.
Minimum 10 years of broad technical experience in one or more phases of information technology and management information systems.
Minimum 5 years of experience managing staff and leading a technical or support function.
Experience to include managing highly complex IT projects, programs, portfolios and/or agile/product transformation.
Experience in leading and managing large scale complex projects from strategy to implementation and measurement of success.
Strong analytical skills with the ability to identify and report issues, risks, and opportunities, work with subject matter experts to implement effective mitigations/solutions to drive project success and organizational improvement.
Capacity to think strategically and align projects with organizational priorities and long-term goals, while adapting to evolving needs and challenges in the educational technology landscape
Advanced proficiency using standard business applications and software.
Professional certifications in Project Management, Agile, Product Management, and/or Organizational Change Management strongly preferred.
Additional Information:
Salary range: $152,400-190,536-228,600. Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
