Primary Purpose
Reports to the SVP of Supply Chain and is responsible for directing all aspects of Parkland’s supply chain contract activities from acquisition planning through contract award and strategic level contract administration activities in support of the overall goals and mission of Parkland.
Minimum Specifications
Education
- Must have a bachelor’s degree in business or related field.
- Master’s degree in business, Public Administration, or related field preferred.
Experience
- Must have a minimum of seven years progressive capital acquisition and contract experience in a healthcare system and/or government environment.
- Must have a minimum of five years of related supervisory experience.
Equivalent Education and/or Experience
- May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.
Certification/Registration/Licensure
- Certification as a Certified Materials & Resource Professional (CMRP) or Certified Professional Contracts Manager (CPCM) preferred.
Skills or Special Abilities
- Must have demonstrated skill in managing and developing employees to ensure a high level of organizational productivity.
- Must have demonstrated skill in managing large individual purchases, including contract document development, negotiation, and administration.
- Must have experience overseeing and executing a wide range of acquisition life cycle activities.

- Must be able to demonstrate knowledge of hospital purchasing.
- Must have experience in developing and analyzing complex purchasing and contract negotiations.
- Must have knowledge on contracting policies and procedures necessary to comply with Hospital District purchasing regulations.
- Must be able to demonstrate knowledge and skill to operate a computer and data base management software.
Responsibilities
- Oversees all aspects of Parkland’s supply chain strategic contract activities from acquisition planning through contract award and subsequent contract administration.
- Serves as an acquisitions and contracts advisor to internal customers and Parkland’s senior management team. Ensures appropriate support, guidance, and leadership on all matters relating to strategic acquisitions and related contracts.
- Oversees and manages all aspects of strategic acquisitions including preparing and soliciting sole source and competitive solicitations, evaluating proposals, negotiating, and awarding contracts, Establishes and oversees internal controls to ensure contracts are executed as negotiated,
- Maintains a collaborative working relationship with suppliers, staff, and Parkland’s leadership team.
- Develops and oversees the execution of strategic plan for acquisitions and contracts that is consistent with the overall goals and mission of Parkland and the Strategic Sourcing department. Develops, implements, monitors, and revises related goals as needed to meet changing business needs and/or objectives.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact Parkland’s Strategic Sourcing area. Ensures enterprise-wide compliance with rules, regulations, policies, procedures, guidelines, etc. that impact or govern purchasing and supply chain management.
- Develops and implements effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.
- Selects, trains, schedules, motivates, supervises, evaluates, and makes recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and team capabilities. Ensures that assigned team members receive opportunities to further their knowledge.
- Stays abreast of the latest developments, advancements, and trends in Strategic Sourcing by attending workshops, reading professional journals and/or participating in professional organizations and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
