Summary:
Yorktown Systems Group is seeking a qualified Dissemination Analyst (Junior) to provide support to the Department of the Army Intelligence Information Services (DAIIS). DAIIS delivers leading-edge information sharing and operational intelligence knowledge management solutions across the international intelligence enterprise for tactical, joint, DoD, Intelligence Community (IC), and coalition customers to enable broad information sharing and national to tactical integration across U.S. and multinational computer/security domains. DAIIS fulfills 24 X 7 requirements for intelligence dissemination as well as cross-domain file transfer service in support of defined Joint Task Force intelligence mission requirements. DAIIS manages organizational messaging for the Army and executes operational intelligence knowledge management and access management requirements. The program is responsible for conducting Army-wide intelligence data lifecycle management activities and delivery of data to authorized Programs of Record to leverage data as a weapon system and manage, secure, and use data for operational effect. DAIIS ensures the right data gets to the right consumers at the right time in the right form in support of Army, Department of Defense (DoD), and IC objectives.
Specific duties may include, but are not limited to:
- Provides a full range of intelligence and administrative support to assist analysts, engineers, and scientists involved in a variety of intelligence disciplines and activities.
- Building and maintaining databases; execute intelligence master data management; data architecture; monitor intelligence; assists with administration and management of RFIs; produces metrics; provides cross-domain data transfer and intelligence dissemination support, system-high to -low transfers between JWICS, SIPRNet, NIPRNet, and other U.S. and Allied / Partner systems.
- Produces metrics, graphics, and briefings as required to support production management and mission management functions.
- Provide 24 / 7 intelligence dissemination support to DAIIS.
- Maintain and populate the Master Intelligence Product Line tracker with all DAIIS intelligence content and metrics compiled by product type, and ensure any newly identified products are vetted by the Government and subsequently tracked and incorporated into dissemination processes.
- Identify all relevant daily/weekly/ad hoc intelligence products from national to tactical producers and across all computer networks that may support Army intelligence requirements or those of the Army's joint/interagency/coalition partners.
- Embedded within assigned Dissemination processes, disseminate provided OSINT products and publicly available information across various computer networks that are relevant to U.S. Army intelligence requirements or those of the Army's joint/interagency/coalition partners.
Required Qualifications:
- High School Diploma with 3 years experience in an intelligence discipline.
- Three (3) years experience in an intelligence discipline working in the DoD of IC within the last 7 years.
- User-level experience using Microsoft SharePoint.
- Demonstrated working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
- Knowledgeable of and demonstrated ability to apply IC and DoD classification guidelines and procedures.
- Demonstrated ability to work semi-independently with oversight and direction.
- Demonstrated ability to use logic when evaluating and synthesizing multiple sources of information.
- Demonstrated understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications.
- Demonstrated ability to defend analytic judgments with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
- Demonstrated ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats.
- Demonstrated ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.
- Demonstrated proficiency using Microsoft Office tools.
- Demonstrated ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
- Demonstrated ability to recognize nuances and resolve contradictions and inconsistencies in information.
- Demonstrated working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprises. Structured analytic techniques include, but are not limited to, Analysis of Competing Hypotheses, Devil's Advocacy, High-Impact / Low-Impact Analysis, Red Team Analysis, and Alternative Futures Analysis.
- Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the labor category.
- Demonstrated an understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.
Desired Qualifications:
- Bachelor's degree in an area related to the work required of a Dissemination Analyst or Intelligence Analyst from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 4 years of experience in the specific labor category, for a total of 7 years of experience in the specific labor category, may be substituted for a Bachelor's degree.
Clearance: Active Top Secret / SCI Security Clearance with the ability to obtain CI Polygraph.
Location: FT Belvoir, VA
Travel: Travel is required (up to 5%).
