About the Job
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside Transportation Department has an opportunity for a District Road Maintenance Supervisor on the Paint and Sign Crew located in Riverside. This position may require a one week assignment in Blythe.
The selected candidate will assign and supervise crews that work to maintain and install signing and striping throughout Riverside County, and approve contractor layout of new installations. The incumbent should be able to read signing/striping plans, installation orders, administer division/department policies and procedures, and participate in the selection of and training of subordinate staff, evaluate the work of staff, recommend corrective actions if needed.
The department seeks candidates who possess five or more years of supervisory experience which may include the maintenance or construction of traffic control for roads, including the signing and striping of roadways. Experience with the tools to perform these jobs is highly desired. For example: long line striper experience, tools in the installation of signs, layout or design of plans, computer experience, Bluebeam or CAD experience, able to read standards/specifications, and experience with the manual on uniformed traffic control devices (MUTCD).
Candidates who possess knowledge of Transportation department, state standards, Caltrans and specifications as in regards to signing and striping plans are encouraged to apply. The department also desires candidates who possess strong communication skills and who have experience with personnel supervision and report writing.
Meet The Team!
The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.
EXAMPLES OF ESSENTIAL DUTIES
• Coordinate and determine priority of road maintenance work projects, which include signing and striping of existing roads and streets.
• Plan and prepare work assignments for District Road Yard employees engaged in road maintenance projects (e.g., the striping or re-striping of County roads, installing new traffic control devices, painting or re-painting of pavement markings on County roads, and construction of County roadways, including paving and various applications of preventative roadway maintenance treatments.
• Review, monitor, and approve the ordering and warehousing of heavy truck and heavy construction parts or other materials, tools, and parts used in the Highway Operations Division of the Transportation Department.
• Interview, select and evaluate subordinate personnel.
• Advise and train employees in the use of equipment and materials utilized in road maintenance projects, including proper safety precautions.
• Monitor and inspect work in progress and upon completion to ensure projects are completed as required.
• Patrol and inspect roads and streets within the designated functional area of responsibility, and recommend and schedule repairs as necessary.
• Prepare cost estimates for road maintenance activities.
• Develop adequate control procedures to ensure the maintenance of necessary level of road maintenance materials, parts, and tools; monitor the maintenance and repair of tools and equipment; examine and resolve complaints relative to road maintenance activities as presented by the public and business community.
• Provide assistance or information to the community as necessary.
• Represent the Transportation Department interests at meetings and conferences as necessary.
• Maintain records and prepare reports, including providing staffing and budget recommendations.
MINIMUM QUALIFICATIONS
Required Experience: Five years of progressively responsible experience in either the maintenance, construction, signing and striping or traffic control of roadways, or the warehousing of equipment parts, tools, and supplies utilized in construction projects. Two years of the required experience must have included lead or supervisory responsibilities in a field related to the assignment.
Knowledge of: The methods, materials, and equipment used in the construction and maintenance of roads, culverts, drainage ditches, and road signs; the operation, capabilities and limitations of road maintenance equipment; the methods of patching, surfacing and resurfacing roads with bituminous materials; striping and re-striping of County roadways and other types of roadway markings, including paint and thermoplastic type markings; roadway construction techniques, including sub-grade, base grade, and paving of County roads; warehousing of heavy construction equipment parts; the purchasing of any and all tools and supplies related to roadway maintenance and construction; safety practices and procedures; the principles and techniques of supervision.
Ability to: Determine personnel, materials, and equipment requirements for maintenance projects; read and interpret road plans; plan, supervise and direct the work of others; prepare estimates and various reports relative to budget, staffing and progress on work projects and other road maintenance activities; learn, interpret and apply Transportation Department rules, regulations, and policies; establish appropriate work priorities in accordance with departmental procedures; establish and maintain effective relationships with the public and business community.
Physical Requirements:Ability to lift, push, pull, carry up to 75 pounds.
License: A valid California Driver's License is required.
For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.
Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
