About the Job
This is a position as an Application Architect supporting the Department of Labor and Industry under the Employment Banking and Revenue Delivery Center (EBR-DC). The selected candidate will work with the EBR development teams, program delivery areas, and business partners to complete system and data analysis. The selected candidate will develop designs, proposals, builds, and other artifacts to support the migration and implement the strategy plan for the development team. The architecture will define efficient functionality delivery, data reliability, and customer experiences.
Specific Duties:
All work products would meet industry, .Net, and Azure, best practices and standards and as further defined by the Commonwealth of PA's Office of Administration Office of Information Technology.
Work will include developing digital artifacts to support communication to the development team. Documentation will include strategy and roadmaps, design plans, hosting pattern and implementation documents, system to system integration requirements using enterprise frameworks and services, implementation plans, and support plans.
This position is responsible for communicating constraints including, risks, time, resources, and scope to BSM management as it impacts delivery of work products. This team lead position is responsible for mentoring all levels of applications developers in the design, development, assembly, testing, and deployment of highly complex software.
The ideal candidate would have experience in cloud technologies with a focus on Azure.
Direct resources to develop, test, implement and document software solutions to meet IT and business requirements specifically in support of application development
Direct resources to design and create database schemas, integrations, and service end points to be implemented in a range of databases for support of application development
Develop and participate in creating detailed project documentation, including plans, design specifications, roadmaps, models, and technical interfaces
Collaborate with other technical teams to define and support successful delivery of application services
Develop and implement data migration plans
Develop performance KPIs that meet application and business needs
Analyze and write .NET C#, JavaScript, SQL, and other full-stack technologies that are recommended to implement application solution
Deliver web services and application solutions via standard server instances and microservices architecture hosted on Azure
Design and implement configurations and analytical logging standards to support operational reporting needs for software products hosted in the cloud and on virtual servers
Support enterprise product deployment and enterprise product validation activities
Provide estimates in resource and time to support project planning and product timelines
Mentor OA-OIT team members on agency specific and industry best practices for processes and standards
Participate and provide feedback in meetings, including daily standup meetings
Develop capacity plans to implement technical solutions for project deliverables
Advise and participate in selection criteria development and candidate interviews for proposed team buildouts
Manage and direct application team tasking to complete project and work deliverables
Conduct code reviews
Research and provide mentoring resources to project team on technologies to meet project needs
Ensure compliance with digital accessibility regulations and requirements by performing the following duties and responsibilities:
In corporate accessibility features into digital content and resources
Partner with colleagues and team members to prioritize accessibility in digital content and resources

Skills and Experience:
Required 7+ years
Experience with object-oriented development
