Position: DOD Program Manager
Clearance: Active DoD Secret
Location: On-site 5 days a week at the Pentagon, VA (Primary) / Fort Belvoir, VA
Salary Range: $150k-$165k
Description:
Seeking an experienced program manager who will lead a team of over 20 staff across two locations within NCR, providing strategic support to the US Army CIO Office in policy, resource, and analysis. Specifically, the program manager will lead a multi-functional team to provide support to the HQDA Army CIO and G-6 in IT policy, guidance, oversight, and governance to drive digital modernization transformation, allocation of IT resources, and IT reform initiatives across the Army.
Required Qualifications:
- Minimum 15 years’ experience managing complex IT projects / operations / systems /applications of a nature similar in size and scope as referenced under this TO.
- Experience in managing projects within DOD environments such as IT systems and software
- Experience in developing C4 IT/Investment Strategies.
- Experience in the PPBE process, including understanding of requirements development/validation, management decision execution packages and program evaluation groups in developing resourcing for IT and Cyber Activities
- Experience with Technology Business Management (TBM) and its implementation and application to IT and Cyber system portfolio.
- Ability to create original content and build ASL and GO/SES level information and briefing products with minimal guidance and supervision.
- Experience managing and supervising employees of various labor categories and skills in projects similar in size and scope as referenced under this TO.
- Ability to implement innovative approaches to fulfilling requirements to improve services or cut costs through the use of current technologies.
- Demonstrate oral and written communication skills required and expected for this position of responsibility.
- Experience in working with General Officers and Senior Executive Service (GOs/SES).
Desired Qualifications:
- 15 plus years’ experience in leadership of complex tasks, including review of work products for correctness, compliance with industry ‘best practices,’ DOD standards, and Army standards.
- Knowledge of portfolio management and system/software life cycle management process, tools, and analysis.
- Knowledge of HQDA staff processes, Army senior leader (ASL) GOs/SES, and organizational staffing and coordination).
- Knowledge of DoD Cyber Activities
- Experience with DAWIA acquisition and procurement process
- Experience translating TO requirements into project plans and milestones, directing and implementing plans, and presenting formal project status/plan briefings to Government managers.
- Experience working in the Defense Acquisition environment.
- Demonstrated oral and written communication skills in briefing executive personnel.
- Possess a project management certification such as Project Management Program or equivalent Government certification
