Position: DOD Program Manager
Description:
Seeking an experienced program manager who will lead a team of over 20 staff providing strategic support to the US Army CIO Office in policy, resource, and analysis. Specifically, the program manager will lead the team to provide support to the HQDA Army CIO and G-6 in IT policy, guidance, oversight, and governance to drive digital modernization transformation, allocation of IT resources, and IT reform initiatives across the Army.
Required Qualifications:
- Minimum 10 years’ experience managing complex IT projects / operations / systems /applications of a nature similar in size and scope as referenced under this TO.
- Experience in managing projects within DOD environments.
- Experience in concepts, methodology, analysis techniques, and concepts relating to cost estimation and operational analysis.
- Perform a broad range of studies in areas relating to cost, statistical, operational and economic data analysis of information technology (IT) initiatives/programs and requirement.
- Experience in collecting, developing, and distributing economic analysis concepts, methods, and data and support coordination and assistance to all aspects of the economic and cost benefit analysis effort within the CIO and G-6 as required by DASA-CE.
- Experience managing and supervising employees of various labor categories and skills in projects similar in size and scope as referenced under this TO.
- Ability to implement innovative approaches to fulfilling requirements to improve services or cut costs through the use of current technologies.
- Demonstrate oral and written communication skills required and expected for this position of responsibility.
Desired Qualifications:
- 10 plus years’ experience in leadership of complex tasks, including review of work products for correctness, compliance with industry ‘best practices,’ DOD standards, and Army standards.
- Experience translating TO requirements into project plans and milestones, directing and implementing plans, and presenting formal project status/plan briefings to Government managers.
- Experience working in the Defense Acquisition environment.
- Demonstrated oral and written communication skills in briefing executive personnel.
- Possess a project management certification such as Project Management Program or equivalent Government certification
