Job description:

To direct and administer the Drug and Alcohol Commission’s program of public-funded substance use disorder prevention, intervention, treatment, case management, and recovery support services for Cumberland and Perry County residents in accordance with all applicable Federal, State, and local regulations; and to oversee the HealthChoices behavioral health program for Cumberland and Perry Counties. 

Essential Job Functions: 

• Plans and directs all aspects of the Drug and Alcohol Commission’s two-county program of substance use disorder services in accordance with all applicable Federal, State, and local regulations and contract requirements.
• Analyzes, evaluates and reports on needs, resources and programs to determine if adequate and appropriate services are being provided.  Prepares required reports and submits to funding sources and government offices as required.  Assures completion of periodic needs assessments, countywide plans, and evaluation reports.  Develops programs based on need and in accordance with planning and regulatory requirements.
• Develops policies and procedures for Drug and Alcohol Commission and interprets and administers same to staff.
• Assumes programmatic and fiscal responsibility for development and implementation of the County Drug/Alcohol Services Plan.      Oversees the Financial Manager in reviewing and approving invoices for payment; and authorizing services to be performed.      Completes grant writing and development of funding sources for substance abuse programs.
• Responsible for the negotiation and development of service provider contracts that meet legal and professional standards:
  • Reviews and analyzes service and budget proposals from provider agencies to recommend selection of contracted providers and determine funding levels.
  • Works with Financial Manager and County Solicitor to prepare provider contracts.
  • Ensures that annual monitoring site visits with providers are conducted to monitor compliance with contract requirements.
  • Analyzes spending levels of contract service providers to identify over or under spending to shift funds or renegotiate contracts.
• Supervises Commission staff members and handles related personnel activities including compliance with County Merit Hire requirements.  Assists in the development and implementation of staff training plans.
• Serves as liaison between State, County, private and community services.  Serves as a Drug and Alcohol representative for several advisory boards and groups, including the Cumberland County Human Services Policy Team and the Cumberland County Criminal Justice Policy Team.
• Provides programmatic and fiscal oversight for Cumberland and Perry Counties’ participation in HealthChoices, the State’s managed care program for Medical Assistance recipients:
  • Serves as an appointed representative of the Commissioners to the Capital Area Behavioral Health Collaborative (CABHC), the management agency for the five-county regional behavioral health program.
  • Serves on CABHC’s Executive Committee by participating in monthly meetings and reviewing monthly reports.
  • Works with the County Solicitor to process HealthChoices related contracts.
  • Participates in and/or provide leadership for other CABHC committees as appropriate.
• Ensure participation by the Commission and its contracted providers in the State-mandated data systems for drug and alcohol prevention and treatment/case management services.
• Serves as an advisor to both sets of County Commissioners on the effective use of opioid settlement funding.  Provides supervision to the Opioid Mitigation Coordinator.  Ensures that required reports are submitted to the PA Opioid Trust.
• Serves as a primary spokesperson for the Drug and Alcohol Commission with the local media.
• Driving within Cumberland and Perry Counties and to various location throughout the State for various statewide meetings is required to fulfill the responsibilities of this position.
• Successful completion of certain trainings will be required to gain proficiency with the following Microsoft Office applications: Word, Excel, Access, PowerPoint, and Outlook.  Completion of all mandated training for the County’s financial management system and for the State prevention and treatment/case management data systems will also be required.
• Coordinates the Commission Community Advisory Board activities in compliance with State requirements including: recruiting and screening new members; planning and facilitating meetings; communicating with Board members; and maintaining records regarding Advisory Board meetings and membership.
• Processes and makes decisions regarding all requests on behalf of Commission-funded clients for an abatement of assessed monthly liability for the cost of treatment services.
• Provides presentations to school and community groups as needed. 
• Responds to telephone or walk-in requests for information and referral to drug and alcohol or other human services.  Is responsible for becoming familiar with relevant online resources, curricula, pamphlet, and agency-developed resources offered by the Commission.
• Ensures the provision of Court Reporting Network (CRN) screening for Cumberland County Driving Under the Influence (DUI) offenders and documentation of such in PennDOT’s online database. 
• Performs other related duties as assigned.
• Some evening and weekend work may be required.
