The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
The Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commission’s (ECMC) rules and regulations. It regulates the development and production of natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. It reviews information and applications for approval including production and injection well applications, technical well information, well repairs, and work plans for requests to plug and abandon exploration and production wells; applies conditions of approval for proposed plans where necessary to ensure that downhole fluids are either produced or injected in accordance with ECMC’s rules and regulations, monitors field operations under the Environmental Protection Agency delegated Underground Injection Control program; perform field inspections related to downhole operations and tests to verify well casing and cement integrity; responds to inquiries and investigates complaints regarding oil and gas operations; recommends enforcement actions and provides support for enforcement actions presented before the Commission at hearings for violations of Commission rules, and provides technical expertise in other hearing matters.

Position Summary:
This position gathers, organizes, evaluates and synthesizes information reported by Operators regarding well production data, integrity test data, and overall well status. The information is evaluated for quality assurance and is used to identify wells or facilities that are not in compliance with ECMC Rules and Regulations. This requires an analysis of the well completion geology, engineered completion methodology, and scientific characteristics of the associated formation. The position uses broad scientific and engineering knowledge to independently evaluate the interrelated facts to make decisions concerning operator compliance. The position presents and defends the identified compliance issues through enforcement actions if voluntary compliance is not achieved by means of direct communication with the Operator.
Assess Well Completion/Construction Information
+ Review information submitted by the operator in drilling completion reports to assess the veracity and overall data quality. Confirm that all necessary data has been submitted and verify the information comports with permitted Conditions of Approval, the casing is set at a sufficient depth to protect all fresh water aquifers in the area, and the casing is cemented in such a manner that fluids and gas in the well bore cannot cross flow and contaminate other formations. Includes review of certain workover operations, casing repairs, remedial cement operations, well control procedures, bottom hole pressure reporting, Bradenhead pressure monitoring procedures during stimulation operations, hydrogen sulfide gas drilling operation plans, and requests to vent or flare.
+ Review information submitted on Sundry Notices to ensure that proper industry and engineering procedures are followed in the recompletion, re-entry, addition of producing intervals, stimulation of existing intervals, or temporary abandonment of existing intervals.
+ Monitor compliance with mechanical integrity testing and provide operators the opportunity to voluntarily comply with those requirements.
+ Annually review compliance statewide for continued progress on wells identified as Out of Service.
+ Address anomalies or concerns with data directly with the Operator after consulting with the area engineer, if needed. Position must establish rapport with the Operator to gain information and obtain voluntary compliance with established policies and regulations. The position will require tenacity in the often frustrating process of acquiring the required data and possess the commitment to follow-through when initial attempts are unsuccessful, weighing the success of obtaining voluntary compliance against the use of enforcement.
Enforcement Liaison
+ If attempts to secure voluntary compliance with ECMC Rules and Regulations through direct contact (email, mail, telephone, and/or personal meetings) with operators are unsuccessful, draft Notice of Alleged Violation (NOAV) and initiate consultation with Enforcement.
+ Requires a thorough knowledge of the enforcement process and a consistent approach to negotiate or establish rapport with operators.
+ Monitors/assists with the enforcement as needed and follows up with enforcement to confirm resolution.
Complaint and Information Request Research
+ Perform as-needed research to monitor and secure compliance with ECMC Rules and Regulations in order to respond to, investigate, or resolve complaints related to downhole operations and requests for information from the public, industry, or other stakeholders.
+ Based on the nature of complaints received by the Engineering Unit, complaint response is usually handled in an office setting, although some field work may be necessary.
Status Reports
+ Maintain a status report of work load, investigations, and enforcement. Ensure that accurate information is available to staff, industry and the public as requested.

Six (6) years of relevant experience of professional work experience with oil and gas drilling and production field operations or exploration and production waste management; performing environmental assessments at oil, gas, and injection well sites and facilities;
OR
Education and Experience:
A combination of a related education in Geology, Geological Engineering, Hydrogeology, Environmental Sciences, Petroleum Engineering, Engineering or a closely related field and/or relevant experience of professional work experience with oil and gas drilling and production field operations or exploration and production waste management; performing environmental assessments at oil, gas, and injection well sites and facilities related to the work assigned equal to six (6) years
