Job Summary
The purpose of this position is to coordinate all activities and initiatives of the District’s Economic Development Program. The goal of this position is to provide professional level support to the Director of Business Administration through implementation of the economic development strategic plan, and coordination of strategic land sales and real estate transactions relating to District owned land. Responsibilities include recruitment of commercial and retail businesses to the District, as well as partnering with the Pueblo Economic Development Corp, assisting with other economic development initiatives, and coordinating new businesses through the Commercial Development Review Process.

Essential duties and responsibilities may include, but are not limited to the following:
- Coordinate Economic Support projects and programs with the Director of Business Administration.
- Serves as the Economic Support liaison with other departments.
- Organizes the District’s Commercial Development Review meetings and coordinates with external agencies for support, to include Pueblo Regional Building Department and Pueblo County Planning and Development Department.
- Facilitates Economic Development strategic plans and goals for the District.
- Proactively recruit commercial and retail businesses to the District.
- Collaborate with Community Development and Engineering Divisions on sales of District-owned property, or other land-use activities, to include any obligations required by regulations.
- Act as the liaison for all external Economic Development Requests.
- Interact with business leaders and citizens to promote the mission and goals of the communities Economic Development.
- Negotiate and draft economic development agreements; present economic development agreements to Board Officials.
- Meet with private sector investors with interest in development or redevelopment of targeted geographic areas.
- Manage and draft lease agreements for district owned assets such as cell towers, buildings and properties.
Other Duties
- Seek and administer grant opportunities that can support district developments and initiatives.
- Maintain and update an inventory of district owned real estate assets.
- Market district owned properties that show potential for commercial development.
- Work with Pueblo County Planning & Development to facilitate zoning updates for distict owned properties.
- Work with Pueblo West Utilities Department to allocate water rights for commercial development.
- Perform other related duties as assigned.

Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be considered.)
Education/Certifications Required
- High School Diploma or GED.
- Must have or have the ability to obtain a valid Colorado Class “R” driver’s license.
Education/Certifications Prefered
- Associates degree from an accredited college or university with major coursework in economics, business administration, public administration, or a related field.
- Colorado Real Estate License, Appraiser License or other real estate training.
Minimum Experience Required
- Three (3) years of progressively responsible experience in economic development, including developing economic development strategies and incentive packages, marketing and attracting new businesses (preferably commercial and retail), and experience in real estate or land sales transactions.
- Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of the District Manager.
Physical Demands
- Tasks require the ability to exert light physical effort including, but not limited to, lifting, carrying, pushing and/or pulling, etc. of objects and materials of light weight (generally 25 pounds and less). Tasks may involve extended periods of time in seated position and at a keyboard or workstation.
Work Schedule
- Regular organizational business hours are Monday-Friday 8:00am-5:00pm, however this position may have flexible hours depending on the needs of the applicant, including a 4 day workweek. May be required to work in a joint location with regional, county, and city employees once or twice a week to assist with in-person economic development questions or activities pertaining to Pueblo West.
