About the Job
The County of Riverside's Registrar of Voters is seeking an Elections Analyst to support the Voter Services team in Riverside. At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office. The incumbent will be required to work in the office full time during elections due to the volume of work.
This position is currently a full-time companion position with benefits. It is expected that this position will become a full-time regular position in the near future. This companion position has been opened to allow proper training time before the current Elections Analyst vacates the position. PLEASE NOTE: Incumbents must be available to work weekends and holidays, including mandatory overtime.
The Elections Analyst will be responsible for ballot creation and formatting, ballot counting, and election results. Additionally, they will be tasked with maintaining voter lists, which includes managing the voter registration database, entering and exiting registered voters from the County of Riverside, analyzing voter and election data, and developing drawings, graphs, and forms related to data and the election process. The incumbent will provide guidance and training for temporary and department staff in election activities. Travel to offsite locations is required as needed. Bilingual in Spanish is preferred but not required.
The most competitive candidates will possess experience with the county's election policies and procedures, including the creation and formatting of ballots. Additionally, they should have experience in maintaining and reviewing large datasets containing election and voter information.

EXAMPLES OF ESSENTIAL DUTIES
• Program, troubleshoot and manage two electronic ballot-counting systems.
• Work directly with the Secretary of State to coordinate the manufacture and release of ballots, scheduling of testing and certification of systems tests for all Federal and State elections.
• Produce sample and official ballots in compliance with a variety of regulations, codes and laws specific to the offices, special districts and jurisdictions scheduled for elections.
• Submit and coordinate ballot plates for sample and official ballot printing by the Certified State Printer; Supervise the making and testing of all official ballots for Federal, State and locally scheduled elections for Logic and Accuracy Certification.
• Set-up and manage the Election Information Management System (EIMS) database in preparation for candidate filing for all Riverside County elections.
• Supervise the official election canvass of the vote in preparation for certification of each election.
• Transmit election results electronically to the Secretary of State, County website and media outlets.
• Prioritize work for the Certified State Printer and coordinate production, quality and delivery of official and sample ballots for all elections.
• Oversee the distribution of final proofs of election material to county schools, special districts, cities and candidates.
• Instruct and train regular, seasonal and temporary personnel in election activities.
• Develop, design layout drawings, graphs, charts, forms, certificates, handbook, exhibits, publications, brochures and other election materials as required to support the election process.
• Oversee and/or design illustrative, instructional and training material for elections classes, workshops and candidate seminars.
MINIMUM QUALIFICATIONS
Knowledge of: Functions and procedures of a public elections office; Laws governing elections within the State of California; Methods, materials and equipment used in computer aided drawing, lettering and design; Computer data entry, information processing and the electronic applications used in election activities; Principles and techniques of personnel management and supervision; Correct English usage, grammar, spelling, vocabulary, punctuation, format and style; Broad knowledge of general mapping; Principles and techniques for establishing and maintaining good public relations.
Ability to: Read understand, interpret and apply elections laws and procedures; Oversee the operation of electronic balloting systems; analyze complex ballot materials and detect potential ballot voting and counting errors; Provide a remedy for potential errors and make necessary adjustments in a timely and efficient manner; Plan, schedule and coordinate relevant technical elections and ballot counting operations; Design ballot and other related elections materials; Instruct and train regular, seasonal and temporary personnel in election activities; Research, develop and present a variety of narrative and statistical reports in a concise effective manner; Make decisions in standard and critical elections procedural matters; Order, inspect and detect errors in elections ballots and other elections materials in a timely manner to assure accuracy in the election process; Effectively develop and maintain cooperative working relationships with staff, the public and other government officials; Communicate effectively orally and in writing.
Experience:
Three years as Elections Technician Supervisor with Riverside County;
OR
Four years of supervisory or lead experience, which must include responsibility for communicating or explaining information or procedures to the public and two years with interpreting and application of California elections operations and practices;
AND
Two years journey level experience with one of the following:
Graphic art work which included computer-generated text and images;
OR
Computer drafting or map drafting experience;
OR
Computer systems experience or operating experience with a and-alone computer system or a teleprocessing computer system(s).

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
