The County of Riverside's Registrar of Voters is recruiting for an Elections Coordinator to support the Operations Division.
PLEASE NOTE: The position requires full-time office presence for four months leading up to and during elections due to the high workload. The role involves working weekends and holidays, including mandatory overtime during election and post-election periods. Travel within the county is also necessary. Outside of election season, employees may choose from a 4/10, 9/80, or 5/40 workweek schedule, with the option of a hybrid schedule with mandatory Wednesdays in office. Flexibility working overtime, weekends, and holidays is required.
This position may require travel throughout the county as needed by the department.
Work requires extreme attention to detail, considerable accuracy, and the ability to meet tight deadlines. The Election Coordinator will oversee staff training and recruitment, manage the Vote by Mail program, handle contracts and logistics for election supplies, and ensure compliance with election codes. Key duties include supervising election officers, coordinating voter center operations, managing traffic control, and overseeing the preparation and distribution of election materials.
Most competitive candidates will have experience in leadership or supervision, strong analytical and problem-solving skills, and proficiency with Microsoft Excel (including spreadsheet reports and queries), Word, Access, and PowerPoint. Additionally, they should possess excellent written communication skills.

EXAMPLES OF ESSENTIAL DUTIES
- Training and Recruitment : Manage the training and recruitment unit for the Lead Program (temporary election officers) and Election Officer Program (1500+election volunteers)Oversee the recruitment process for vote center drop-off and equipment.
- Election Officer Program: Supervise the recruitment, training, and oversight of 1500+ Temporary Election Personnel ( + TAP employees ). Coordinate with the Assistant.
- Vote Center and Voter By Mail Locations: Handle the selection and contracting of facilities for vote centers and vote-by-mail locations, ensuring compliance with ADA requirements.
- Inventory Management: Oversee election supplies and services. Manage warehouse operations, including the preparation, assembly, ordering, and inventory of election materials.
- Regulatory Compliance: Research and analyze election codes and relevant regulations. Develop and implement processes for staff training and data capture.
- Public Communication: Coordinate the creation and distribution of posters and signage related to elections.
- Traffic Control: Supervise the traffic control team responsible for setting up drive-thru ballot return stations, managing heavy parking on Election Day, and overseeing traffic flow.
- Election Operations:
- Review, research, and analyze election codes and regulations to assess their impact on the Elections Office.
- Liaise with agencies and staff to update procedures, implement changes, and revise forms and instructions.
- Oversee election activities, including processing petitions, nomination papers, campaign reporting forms, absentee/early voting, and election officer appointments.
- Determine vote centers and vote-by-mail drop off locations and maintain communication for timely updates.
- Supervise the Elections Calendar scheduling and maintenance, ensuring accurate updates and communication with staff, the public, and agencies.
- Prepare correspondence for public agencies regarding election conduct, including special and general elections.
- Compile and research information for election officer's handbooks and legal publications.
- Manage election files, ensuring compliance with legal requirements and proper documentation.
- Coordinate the preparation and distribution of annual and event-specific election calendars.
- Plan and oversee the delivery of supplies and materials for vote centers, vote-by-mail drop off locations and election officers.
- Manage temporary and seasonal staff for election operations, ensuring adequate coverage.
MINIMUM QUALIFICATIONS
Experience: Two years as an Elections Coordinator Assistant with Riverside County;
OR
Three years of supervisory or lead experience, which must have included responsibility for communicating or explaining information or procedures to staff or the public. Two of the three years must have included interpreting and applying government codes, regulations, legislation, or official directives.
Knowledge of: Federal, State, and local laws, rules, regulations, ordinances, and procedures relating to the registration of voters and administration of elections in the State of California; standard and modern office equipment including computerized, data entry, and information processing and the applications used in voter registration and election activities; modern office practices and procedures, including file, correspondence and report preparation; principles and techniques of personnel management and supervision; correct English usage, grammar, spelling, vocabulary, punctuation, format, and style; principles and techniques of establishing and maintaining public relations; and basic mathematics.
Ability to: Read, understand, interpret, and apply election laws and procedures; develop policies and procedures; plan, schedule, and supervise elections operations in peak work periods; instruct and train regular, seasonal, and/or temporary personnel in elections activities; research, develop and present a variety of narrative and/or statistical reports in a concise manner; perform a full variety of data entry, computerized, and other technical elections operations tasks; review and compare documents for completeness and accuracy; effectively develop and maintain cooperative working relationships; and communicate effectively both orally and in writing.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
