Scope of Job
To coordinate and prepare plans and procedures for responding to natural disasters and other emergencies for the area of assignment such as, but not limited to, UTHealth RGV clinical operations and sites, or general academic and campus operations.
Description of Duties
+ Coordinates, researches, develops, creates, implements, evaluates and maintains the University of Texas Rio Grande Valley ( UTRGV ) Emergency Operations Plan ( EOP ), related annexes and emergency response plans, including internal and external event response activities.
+ Works with the appropriate University departmental personnel, including clinical personnel to design, develop, coordinate and implement a university-wide, site specific Emergency Response Plan.
+ Implements and executes successful all hazards Emergency Preparedness Exercises throughout the institution, which include but are not limited to coordinated responses with University departments across all campuses, clinical sites, and local, state, and federal emergency services.
+ Identifies, creates and implements training plans for all designated parties under the NIMS (National Incident Management System) first responder classification and other personnel as required by EOP mission and objectives.
+ Leads stakeholders to design, coordinate and implement emergency plans and procedures and determine appropriate training requirements for applicable University personnel for internal and external events.
+ Establishes and manages an Incident Management Team, and implements and ensures continuous awareness, education and training of UTRGV Emergency Response/Incident Command System parties and stakeholders, including clinical staff, throughout the organization, including, but not limited to the following Divisions/Departments: Office of the President, Environmental Health Safety & Risk Management, Media/Communications, Human Resources, Student, Academic and Business Affairs.
+ Maintains an emergency contact call list of appropriate leadership personnel, including clinical leadership and ensures the call list is functional, continuously reviewed, verified, and updated as changes occur.
+ Reviews, verifies, updates and publishes, as appropriate, emergency call lists of federal, state, county, municipal and national weather service emergency response personnel, as necessary.
+ Collects and analyzes data and recommends program modifications and/or improvements, as appropriate.
+ Researches, identifies, applies for and administers grants in accordance with University and grant requirements.
+ Reviews and updates the EOP and annexes annually with the designated stakeholders as needed or required by law.
+ Collaborates and coordinates with local, county, state and federal partner response agencies.
+ Makes recommendations to the emergency management /program improvements by investigating, researching and reviewing best practices from other organizations’ emergency management programs.
+ Collaborates with representatives from other university departments to facilitate emergency management-related policies and assesses program needs, including clinical operations.
+ Coordinates department related programs with university activities.
+ Complies with all Federal, State and local laws and University policies.
+ Performs other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.
Required Education
Bachelor’s degree from an accredited university, or experience in emergency management, especially in a healthcare environment, fire safety, training or other similar background related to emergency management and/or crisis preparedness planning may be substituted at a 2:1 ratio in addition to the minimum experience requirement.
Preferred Education
Knowledge of healthcare accreditation and regulatory standards as it pertains to safety and emergency management specific to healthcare organizations.
Licenses/Certifications
As condition of employment this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).
Preferred:
+ Professional certification in emergency management planning.
+ Master Exercise Practitioner ( MEPP )
+ Professional Continuity Practitioner
+ Advanced Professional Series ( APS )
Required Experience
Three (3) years of experience, related to the statement of duties and responsibilities, including training and experience in public safety employment and/or healthcare emergency management.
Preferred Experience
Experience in creating, implementing, and coordinating emergency management and disaster planning programs for a large diverse organization, healthcare organization or comparable to a higher education campus. Experience in one, all or some of the following areas: emergency planning, emergency management, emergency medical services, fire services, police, risk management, hazardous materials management. Bilingual (English/Spanish).

Use of standard office equipment.
Working Conditions
Needs to be able to successfully perform all required duties. Office/outdoor environment; some travel. Must be able to work weekends, holidays, evenings in addition to regular work hours, as needed. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. UTRGV is a distributed institution, which require presence at multiple locations throughout the Rio Grande Valley.

Exceptional planning and organizational skills. Ability to multi-task and make sound decisions in a time of disaster or emergency.
