POSITION TITLE: Emergency Management Director

Location: Pierre, SD
Full-Time: Monday – Friday, 8:00 a.m. – 5:00 p.m.
Nights and weekends as needed.
Salary: $59,832 – $67,655 based on education and experience.

Emergency Management Directors prepare plans and procedures for responding to natural disasters and other emergencies. They provide guidance and assistance in the prevention, mitigation, and recovery phases of a disaster. They also help lead the response during and after emergencies, in coordination with public safety officials, elected officials, nonprofit organizations, and government agencies.
Here is What You Will Do:
Responsible for preparation of department’s annual budget, prepares grant applications for the procurement of equipment for the department.
Maintains the paperwork as required by local, State or Federal retention policy.
As an LEMPG (Local Emergency Manager Program Grant) recipient, the Emergency Manager and the County must follow the guidelines and stipulations of the grant as set forth by the State Office of Emergency Management (SDOEM) to receive reimbursement.
Maintains and updates Local/Tribal Emergency Operations Plans annually.
Works with representatives from across groups to build comprehensive plans for multiple incidents (bridge collapse, railcar derailment, active assailant, etc.).
Works with LEPC and city/county/state/federal/private entities to develop exercises as required by FEMA and State Office of Emergency Management regarding natural or man-made, or technological disasters.
Uses all available sources of radar in conjunction with working with local law enforcement, amateur radio club, trained weather spotters during severe weather to provide as up to date information as possible to NWS for dissemination of information and warnings.
Assess hazards and prepare plans to respond to emergencies and disasters to minimize risk to people and property.
Conduct effective recovery operations after a disaster.
Meet with public safety officials, private companies, and the public regarding emergency response plans.
Organize emergency response training for staff, volunteers, and other responders.
Coordinate the sharing of resources and equipment within and across communities to assist in responding to an emergency.
Analyze and prepare damage assessments following disasters or emergencies.
Apply for federal funding for emergency management planning, responses, and recovery, and report on the use of funds allocated.
Review local emergency operations plans and revise them if necessary; including emergency plans of individual organizations, such as medical facilities, businesses, schools, to ensure their adequacy.
Maintain facilities used during emergency operations.
Taking inventory of personnel and material resources to include the private-sector sources that would be available in an emergency.
Identifying resource deficiencies and work with appropriate officials on measures to resolve them.
Maintains County siren system and coordinates with other local government entities with their siren systems. This is usually in the form of testing all of the sirens monthly from April through October.
Emergency Managers work with DANR in updating the Hazardous Material database regarding Tier II items.
Conducting threat/hazard and risk assessments and establish a system to alert officials and the public in an emergency or disaster. Participate in mitigation and prevention activities.
Plan for emergencies and disasters using an all-hazards approach by establishing and maintaining networks of expert advisors and damage assessors for all hazards.
Develop, maintain, train, and supervise drone response team.
Attends training classes & conferences to maintain knowledge of current information and for networking purposes.
Developing and carrying out public awareness and education programs.

What Will Make You Stand Out:
Education and Experience Required:
No degree with a minimum of eight years’ experience in emergency operations, i.e., fire, police, or emergency management.
Associate’s degree in Emergency Services, Law or Fire, or related field with four to seven years of experience in emergency operations, i.e., fire, police, or emergency management.
Bachelor’s degree in Emergency Services, Law or Fire, or related field with one to three years of experience in emergency operations, i.e., fire, police, or emergency management.
Ability to supervise support staff and volunteers.
Operational knowledge of communication equipment.
Must possess experience in emergency operations procedures.
