Summary The incubent will support the FEMA Lessons Learned and Continuous Improvement Program (LL/CIP) and to serve as a Lessons Learned Advisor in an incident support role during disaster activation. Responsibilities What will I do in this position if hired? In this position, you will serves as Emergency Management Speialist in our region 4 New York office. Typical assignments include: Collecting and analyzing disaster operations data regarding innovative practices, and determining root causes of recurring issues Facilitating after-action reviews and synthesizing large bodies of disaster data into themes, trends, and recommendations to drive continuous improvement in the region. Leading or collaborating on corrective action development and monitor the implementation in order to evaluate progress toward improving operational efficacy. Performing and presenting quantitative and qualitative data analyses of disaster issues in support of incident management and incident support decision-making Developing and coordination complex projects and programs related to capacity-building and continuous improvement program management. Develop and implement data collection plans that include interviews, hot wash forums, and surveys to identify complex disaster operation strengths and areas of improvement. Ensuring consistent, coherent, and accurate recording of observations for use in the after-action review process. Organizing, coordinating, leading, and executing quantitative/qualitative analysis of recurring or emerging disaster issues Synthesizing output from data collection plans and subsequent analysis. Monitoring and tracking progress across dozens of pending corrective actions involving a large number of stakeholders Conducting outreach. Providing CIP technical assistance that may include how to structure a CIP program, developing & conducting training, workshops, etc. What else do I need to know? This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. This position will be hired into a temporary 4-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
