- Bachelor's degree from an accredited college or university in Human Resources, Public Administration, Business Administration or closely related field.
- Six (6) years of progressively responsible human resources experience, to include one (1) year of employee/labor relations.
Licenses or Certifications
- Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.
- Assists management, employees, and Union representatives by providing guidance and interpretation on workplace policies, procedures, and collective bargaining agreements. Provides advisement and training to supervisors in discipline and discharge cases.
- Manages the grievance procedure outlined in the collective bargaining agreements, ordinances and policies; and advises City Management on same.
- Meets with Management/Labor to narrow contentious issues, researches, and offers solutions.
- Receives employee relations complaints and reports, researches and conducts necessary investigations, secures appropriate documentation, and makes recommendations to resolve the complaints based on findings.
- Assists City management and employees with performance appraisal programs.
- Consults with departments on programs to improve the quality of effective supervisory practices.
