Employment Manager
Annual Salary Range - $73,332.48 - $91,936.00
General Summary: Reporting to the CCSNH Director of Human Resources, the Employment Manager oversees the classification, recruitment, onboarding and offboarding systems and processes including managing the classification and compensation structure, developing recruitment and staffing strategies and initiatives, and working with system and college departments to ensure fair and competitive compensation structures, accurate job descriptions, and a streamlined recruitment process.
Principal Duties and Responsibilities:
Classification Management:
- Conducts job analyses to determine essential job functions and requirements of a position and recommends the appropriate position classification. Provides recommendations to the CCSNH Director of Human Resources, as to the appropriate classification based on the review, performing due diligence to ensure internal equity.
- Develops and writes job descriptions to accurately describe job content, duties, responsibilities, and skills for each job ensuring descriptions accurately reflect the work being performed.
- Maintains up-to-date job descriptions for all College faculty, staff, and administrators. Works with college personnel in the development of job descriptions and with the CCSNH Human Resources Department. for the approval of said supplemental job descriptions.
- Assesses jobs and their respective duties to determine classification as exempt or nonexempt.
- Provides guidance to employees, managers, and campus human resources representatives on position classification review process.
Compensation Management:
- Assists with the development and implementation of compensation policies and structures that are competitive and aligned with the System goals.
- Responds to and conducts salary surveys to stay informed about industry trends to ensure competitive compensation packages.
- Administers and communicates compensation policies and programs in accordance with CCSNH policies.
Recruitment and Onboarding:
- Coordinates the recruitment, selection, and onboarding processes for System Office positions, working closely with hiring managers to develop and implement effective recruitment strategies.
- Trains and advises hiring managers on interviewing techniques and assessment methods and serves as a resource for managers and interview committees. Collaborates with hiring teams to make informed and objective hiring decisions.
- Manages CCSNH’s Applicant Tracking System (ATS) and Onboarding systems. Provides troubleshooting and customer service to internal and external users. Implements, updates, and maintains the talent management tools available through the system to maximize efficiency and streamline process.
- Reviews and approves job requisitions for positions to ensure that all postings are constructed in a way that will attract qualified candidates and promote positive branding for the Community College System of NH and the hiring departments.
- Reviews and certifies employment applications for System Office positions.
- Provides guidance on recruitment, selection, and onboarding policies and practices, including the applicant certification process for staff and faculty positions.
- Analyzes HR data related to classification, compensation, and recruitment to identify trends and areas for improvement. Tracks hiring metrics including time-to-hire, time-to-fill and source of hire.
- Arranges and conducts the onboarding of new employees and the offboarding for departing employees at the System Office.
- Generates reports and presents findings to HR leadership and relevant stakeholders.
General HR Duties:
- Performs various human resources functions and coordinates human resources programs including, providing administrative and technical assistance in the implementation of human resources policies, procedures, and programs in compliance with the Community College System of New Hampshire (CCSNH) and College policies and procedures, collective bargaining provisions, and state and federal regulations.
- Maintains current knowledge of labor laws, regulations, and industry standards.
- Ensures that all classification, compensation, and recruitment practices adhere to institutional policies and legal requirements.
- Serves on project teams, as assigned.
- Complies with all Board of Trustees, CCSNH, and College policies and procedures and state and federal rules and regulations.
- Performs other related duties as assigned.
Qualifications:
Education: Bachelor’s degree in human resources management, business administration, Education, social sciences or related discipline.
Experience: Six (6) years of experience in human resources, with a focus on recruitment, classification and compensation administration, or general human resources administration. Human resources experience within higher education desired.
License/Certification: HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) desired. Valid Driver’s License or access to statewide transportation.
Additional Desired Qualifications: Thorough knowledge of human resource systems and practices with particular emphasis on job classification and compensation, recruitment, onboarding, and offboarding practices. Ability to demonstrate discretion, exercise sound judgment, and maintain strictest confidentiality. Ability to effectively evaluate employment applicants and coach hiring managers or committees on how to do the same. Ability to communicate effectively orally and in writing. Excellent oral and written communication skills. Attention to detail, especially in the understanding, interpretation, and application of federal, state, CCNH, and college policies. Demonstrated ability to identify, resolve, and consult on a issues pertaining to classification, compensation, and recruitment while focusing on institutional needs and priorities. Ability to work independently. Proficient in the use of technology, especially Word, Excel, PowerPoint, and other graphic presentation software. Ability to establish and maintain effective working relationships. Ability to work successfully in a collective bargaining environment. Ability to maintain an appearance appropriate to assigned duties and responsibilities as determined by management.
