Job Summary
This position works 40 hours per week.
NOTE: This announcement includes the general Engineer 1 job description used across Public Works plus information specific to the position within the Water Reclamation Section of Public Works. This position includes, but is not limited to the following activities at the Spokane County Regional Water Reclamation Facility (SCRWRF) and the Saltese Flats Wetland Area:
+ Develop capital projects at the SCRWRF and Saltese Flats wetland including design and design review, procurement, and construction management.
+ Assist with contract and operations oversight at the SCRWRF.
+ Understand the operations of the County sewer collection system and assist with sewer system management.
+ Assist with maintaining compliance with the facility's permits, including reporting, coordinating sampling, and permit review.
+ Collect, review, and report on data from natural and constructed systems.
+ Oversee consultant and contractor activities.
+ Provide support to the education group.
+ Assist with the Industrial Pretreatment Program.
Desired experience and knowledge includes:
+ Procurement and delivery of public works civil construction projects.
+ Wastewater collection, treatment, and biosolids.
+ Water related field data collection, analysis, reporting, and presentation.
+ Environmental regulatory compliance (e.g. NPDES permitting).
+ Facility and grounds maintenance.
+ Interaction and presentations with public groups, citizens, and sewer system users.
This position performs professional office and field engineering work in a section of the County's Public Works Department. The position allocated to this class is the entry and first professional level in this series. Incumbents are expected to perform a variety of engineering and supervisory tasks involving the analysis of data and the preparation of reports. Work requires the application of engineering principles and practices. Work is performed under the professional engineering guidance of a higher-level engineer and is reviewed for the accuracy of the final product.
Advancement from an Engineer 1 to an Engineer 2 is determined by an affirmative recommendation of the department and receipt of a license as a registered Professional Engineer.
WHO MAY APPLY: This recruitment is open to all Spokane County employees in a position covered by the Public Works Guild and all other applicants meeting the minimum requirements.
TOTAL COMPENSATION: $78,460 - $109,287 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
Engineering and Roads
+ Assists in traffic studies, road design, bridge design, transportation engineering, road maintenance, stormwater conveyance/treatment/disposal, safety programs, and construction management, as assigned.
+ Conducts a variety of engineering analyses including; traffic capacity analyses, roadway design, bridge design, stormwater facility design, maintenance operations, project construction administration, traffic safety and operational analyses.
+ Performs structural design of bridges, bridge repairs, scour repair projects, construction support and assisting bridge inspection and evaluation.
+ Manages numerous water and environmental projects throughout the County (County Road Projects, and Small Works Roster projects).
+ Prepares reports, testimony, and presentations on engineering issues for presentations to community groups and at public hearings.
+ Assists in the review of commercial and subdivision development projects.
+ Reviews and analyzes commercial site and residential development road and drainage plans for compliance with the County Standards.
+ Meets with and educates developers and consulting engineers on County road, sewer and drainage standards.
+ Reviews floodplain permits for compliance with Spokane County's Floodplain Ordinance.
+ Assists in Newman Lake water quality monitoring, lake health decisions, and project management due to the Total Phosphorus Total Maximum Daily Limit issued by WA Dept. of Ecology.
+ Supervises Newman Lake field technician and manage Newman Lake water levels according to the policies.
+ Attends/hosts meetings with Newman Lake Advisory Board, County Building and Planning, engineering/architecture consultants, and local community members.
+ Forms partnerships with local agencies/organizations to better the health of the environment in Spokane County.
+ Performs/authors and reviews hydraulic and hydrologic models and reports.
+ Performs other related duties as required/assigned.
Stormwater Utility
+ Assists in engineering work related to stormwater conveyance, treatment and disposal.
+ Conducts a variety of engineering analyses such as hydrologic modeling, stormwater facilities design, Stormwater maintenance requirements, and review of regional stormwater aspects of development projects.
+ Confers with citizens and community groups.
+ Manages special projects as assigned.
+ Performs other related duties as required/assigned.
Sewer Planning and Design
+ Assists in preliminary wastewater studies, pipeline design, pumping station design, hydraulic analysis, industrial pretreatment programs, financial studies, cost estimating, and construction management duties, as assigned.
+ Conducts a variety of engineering analyses, such as hydraulic capacity determinations, conceptual and final designs, comparison of alternatives, solutions for sewer maintenance and operational problems, construction phase design revisions, and pay estimate reviews.
+ Prepares reports including graphical presentations, and confers with citizens and community groups.
+ Manages special projects as assigned.
+ Reviews, organizes and analyzes information relevant to design problems and applies recognized engineering standards and practices to determine reasonable solutions.
+ Performs other related duties as required/assigned.
Minimum Requirements
EDUCATION AND EXPERIENCE REQUIREMENTS
+ Bachelor's degree from an accredited college or university with a degree in Engineering or possession of an Engineer-In-Training Certificate.
+ Experience working in a related field preferred.
+ Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
