Responsible for the management and coordination of the Waste Recycling Division engineering staff work efforts. Coordinates the daily efforts of the engineering section and directs the work load of the staff. Responsible for ensuring proper technical support to the customer service and operations sections of the Division, provides recommendations to the Solid Waste Director, and provides engineering supervision over all construction, engineering and operational projects. ILLUSTRATIVE DUTIES Responsible for the daily management of all Waste Recycling Division projects supervising the studies, planning, design and construction of various solid waste facilities (i.e.: transfer stations, landfill cell expansion, landfill closure, leachate management, financial responsibility for closure, resource recovery and management plan, landfill gas systems, storm water management, septage management, utilities, groundwater monitoring, landfill volumetric determinations and life expectancy, landfill cover requirements, liners and erosion control systems and resource recovery facilities). Responsible for planning and coordinating projects, determining engineering personnel needs, assigning tasks, supervising staff assigned to the project and estimating budget requirements. Schedules and provides design and overall project supervision to meet project completion date and approved budget. Reviews and directs the work of consultants, subordinates and others as assigned. Implements and incorporates best management practices into landfill designs and practices. Prepares and supervises reports and applications for State and Federal permits. Responds to, meets with and answers inquiries from the public. Acts as liaison with other public, municipal, county, State and Federal environmental and engineering agencies in developing assistance, information, and resources for specific projects (s). May serve on various environmental committees or boards representing the Waste Recycling Division. Provides technical and operational assistance to Landfill Operations section in permit compliance, landfill design, access roads, erosion control methods, surveying, fill sequences and leachate reduction and management. Plans and acts on administrative and personnel matters and functions of assigned staff. Oversees collection of data, information and related project matters used in the preparation of project reports, budget preparations and cost analyses. Conducts and/or attends staff conferences/meetings. Negotiates fees & scope of services with consultants & contractors. Recommends action to Director. Acts as liaison w/regulatory agencies. Prepares agenda requests for BoCC as needed. Coordinates projects with other County Divisions (Risk Management, Facilities, Purchasing, and County Attorney). Participates in short & long range planning. Performs related duties as required. KNOWLEDGE, ABILITIES AND SKILLS Knowledge of the concepts, terminology, principles and analytical techniques of civil and environmental engineering. Knowledge of engineering design and construction related to solid waste operations. Ability to interpret and apply the conditions of various local, State and Federal rules, regulations, and laws to individual facilities and projects. Knowledge of computer aided design (CADD). Ability to analyze and interpret engineering data. Ability to monitor and inspect engineering projects. Ability to solve engineering problems. Ability to use good judgment and make independent decisions. Ability to plan, organize and coordinate work projects. Ability to communicate engineering information effectively, both verbally and in writing. Ability to establish and maintain an effective working relationship with employees, officials and the public. Ability and agility to perform various tasks in all weather conditions and environmental situations. Ability to see, talk, make public presentations in a manner that can be understood, bend, stoop, sit, stand and ambulate independently, drive, make written notes and perform technical and creative writing tasks, steadiness of hand to perform tasks that require eye and hand coordination and perform data entry keying efforts. Ability to concentrate on detail and sequential work tasks, perform mathematical tasks and research, investigate, detect, inspect, verify and recommend solutions, recognize incorrect information or work and take remedial actions independently. MINIMUM QUALIFICATIONS Graduate of an accredited four (4) year college or university with major course work within the engineering curriculum and have a minimum of five (5) years solid waste management, environmental or related civil engineering experience, including a minimum of three (3) years project management experience in a supervisory capacity. Must be a registered Professional Engineer and be able to obtain P.E. registration within the State of Florida within six months of employment. Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of Professional Engineer registration and licensure and project management experience. SPECIAL PREFERENCES Prefer Master's Degree in Environmental Engineering or a related discipline. Prefer three (3) years engineering management experience in the solid waste field. Prefer environmental engineering experience in groundwater monitoring, surface water monitoring, and wastewater facilities design.
