About the Role
Reporting to the Chief of Materials Engineering, and under the direct supervision of the Supervisor of Structural Steel Inspection and Testing, the Engineer (Materials) will be responsible for conducting structural steel welding and bolting sampling, inspections, testing, and reporting in support of Port Authority of NY & NJ contracts and programs. The position is primarily for field work including sampling, inspection and testing of contract work in progress at PA facilities and local steel fabrication shops and may also include reviewing contractor submittals for approval. Knowledge of AWS, ASTM and AASHTO testing standards and hands-on familiarity with inspection and testing procedures and equipment is required for quality acceptance of structural steel and bolting.
Responsibilities
Specific tasks include:
+ Structural steel weldinginspection and testing at PA facilities and local steel fabrication shops.
+ Visual inspection for compliance with AWS and/or ASME requirements and verification of use of approved contractor submittals as listed in last bullet below
+ Nondestructive testing (NDT) of welds by liquid penetrant testing (PT), magnetic particle testing (MT) and ultrasonic testing (UT)
+ Bolting inspection, testing and sampling
+ Pre-installation Verification Testing (Skidmore) of bolts.
+ Turn-of-the-nut method verification
+ Tension Controlled (TC) bolting
+ Material verification
+ Sampling of bolts for testing by lot, length and diameter of bolts
+ Daily reporting of inspection and testing results
+ Maintaining a punch list of deficiencies for each project
+ Issuing nonconformance reports (NCR’s) as necessary, verification of corrective action to address NCR’s and closure of NCR’s upon acceptance of remedial work
+ Review of contractor submittals for approval, such as material test reports (MTR’s), welding procedure specifications (WPS’s), welding procedure qualification records (PQR’s), welder qualifications, quality control (QC) plans, QC reports.
Minimum Qualifications
The ideal candidate will present the following qualifications profile:
+ A Bachelor’s degree from an accredited college or university in science or engineering, with course work in structural steel and connections
+ Five years’ experience in structural steel welding and bolting testing and inspection
+ American Welding Society (AWS) Certified Welding Inspector (CWI)
+ PreviousASNT SNT-TC-1A Level II certification for liquid penetrant testing (PT), magnetic particle testing (MT) and ultrasonic testing (UT)
+ International Code Council (ICC) Structural Steel and Bolting Special Inspector
+ Completed OSHA 30-hour Construction Safety Training
+ Demonstrated skills for problem solving, negotiation, conflict resolution and ability to recommend innovations.
+ Strong oral and written communication skills
+ Self-motivated, team leader, experienced in the overall quality of structural steel welding and bolting work.
+ The ability to read, interpret and enforce contract drawings and specifications
+ Proficient in MS Office and Excel
+ Possess a valid driver’s license
+ Ability to obtain security clearance (10-year background check) for restricted airport work
Desired Qualifications
+ Master’s degree from an accredited college or university in science or engineering with course work in structural steel and connections
+ NACE or AMPP Certified Coatings Inspector Program Certification
