Essential Roles and Responsibilities:
- Prepares contract documents (drawings, specifications, cost estimates, etc.) for construction and maintenance contracts for the maintenance, repair and rehabilitation of real property and equipment including the investigation of accepted maintenance and repair standards established by NAVFAC and/or equipment
manufacturers for the maintenance of real property. This work includes complete preparation of specification with working drawings, equipment requirements, activity requirements, etc. - As a team member, participates in acquisition planning conferences with staff offices, contract administrators, contract specialist and customer activities on complex jobs to advise such customers as to scope of work and conditions under which work will have to be performed. Based upon information gathered, makes modifications as needed to achieve the specific objective and to solve problems. Reviews construction and maintenance documents for conformance with FAR and Navy regulations for completeness, contractibility, practicability and scope. Reviews and recommends approval of shop drawings, manufacturer's data and materials for acceptance from contractors on construction and maintenance contracts.
- Prepares task orders for construction and maintenance indefinite quantity contracts. Prepares detailed material and labor estimates using estimating handbooks and/or engineering performance standard for construction and maintenance contracts and modifications. Visits work sites to gain further information pertaining to the scope of work, amount and type of labor and material required, and work problems anticipated in order to prepare construction and maintenance specifications, task orders, modifications, change in scope requests and estimates.
