Position Summary
Provide efficient, dependable, and accurate data, software, and workflow solutions that align with the cooperative's business objectives. Plan, coordinate, direct, and design solutions to meet the objectives of the organization, providing administrative direction and support for daily operational activities of the Enterprise and GIS departments. Works closely with all department leads to identify, recommend, develop, implement, and support cost-effective software solutions within the cooperative.
Essential Job Functions
- Lead the Enterprise and GIS teams operational and strategic planning, foster innovation, planning projects, and negotiating the allocation of resources.
- Manage the Enterprise and GIS team, including recruitment, supervision, development, and setting overall team goals keeping in line with overall strategic initiatives of the Information Technology department and the cooperative.
- Manage the deployment, monitoring, maintenance, development, upgrade, and support of all enterprise-level applications, database systems, and GIS solutions.
- Coordinate with the Cybersecurity and Infrastructure teams to maintain confidentiality, integrity, and availability of all member, financial, geospatial, and related data housed in the cooperative's database systems.
- Work with the Cybersecurity and Infrastructure teams to develop, implement, and maintain data backup, business continuity, and disaster recovery plans to ensure the availability of the cooperative's data.
- Work with all other departments to define requirements for new applications, processes, and workflow implementations.
- Direct research on potential applications and process solutions in support of procurement efforts to determine the feasibility of the needed solution.
- Keep current with the latest data, application, and workflow technologies to determine best practices for both internal solutions as well as application solution partners.
- Manage and maintain the budget of the Enterprise and GIS teams.
Position Requirements
- Education Requirements
- Bachelor's degree in a technical discipline such as Information Technology, Computer Science preferred, or a minimum of 12 - 15 years equivalent experience.
- Experience and Skills
- Required 10 years of software and/or technology project management experience.
- Preferred 10 years of hands-on experience as a database administrator.
- Preferred Laserfiche Gold Certification or equivalent experience and ability to gain certification to manage and maintain Laserfiche Enterprise Content Management system.
- Functional knowledge of ESRI SDE, ESRI ArcGIS Server Manager, and ArcCatalog.
- Possess an excellent knowledge of the practices and procedures and the ability to work closely with Accounting, Billing, Business Development, Communications, Engineering, Field Services, Fleet Management, Information Technology, Member Services, Operations, and System Operations to fully understand the requirements of provided solutions.
- Working knowledge of utility Customer Information System (CIS) and Financial Information System (FIS) software.
- Working knowledge of utility work order and service order systems and processes.
- Working knowledge of AMI metering systems, Meter Data Management systems (MDM), and electric utility Outage Management Systems (OMS).
- Working knowledge of integration methods such as Multispeak and RESTful web services.
- Working knowledge of laws and ability to maintain best practices regarding cyber security, compliance, red flag information, personal data security, and employee data security.
- Excellent knowledge of Tableau data visualization software or equivalent such as Power BI, SQL Server Reporting Services, or similar solutions.
- Excellent knowledge of data backup, recovery, security, integrity, and SQL.
- Excellent problem-solving, customer service, and presentation skills.
- Excellent ability to influence and make recommendations to end users at all levels of the cooperative.
- Be action-oriented, independent, and self-starter comfortable working in a fast-paced environment.
- Proven ability to manage multiple, time-sensitive projects and competing priorities simultaneously with minimum guidance and high attention to detail.
- Ability to think and work at both strategic and tactical levels as required.
- Strong verbal/written communication skills with the ability to write policies, procedures, and processes.
- Strong leadership and excellent interpersonal skills.
