Job Summary:
The City of Greeley is seeking an Enterprise Resource Planning (ERP) Analyst – Human Resources to join our Information Technology Department. The ERP Analyst reports directly to the Business Systems Manager and is tasked with developing, implementing, and supporting ERP systems of a high degree of complexity and scope. With minimal direction, The ERP Analyst serves as a functional and technical expert to analyze business requirements and address them via ERP systems to include design, code, configuration, testing, and implementation. The Analyst develops functional and technical specification documentation, troubleshoots, and fixes problems, and assists users with reporting and data analysis.
Experience, Knowledge, Skills (Includes Education, Certifications, Licenses, & Equipment Skills):
Minimum Requirements:
- Bachelor’s degree gained through a four-year college/university academic program in Human Resources Management, Human Capital Management, Business Administration, Computer Science, Computer Information Systems, or a similarly related field, or specialized technical training of equivalent length.
- Five (5) to seven (7) years of combined experience in Human Resources or Human Capital Management.
- Five (5) years of experience with business and technical requirements including elicitation, analysis, modeling, verification, and methodology development.
- Five (5) years of technical skill development coupled with business process and collaboration systems experience.
- Three (3) years of experience in an ERP environment such as Oracle Fusion, Microsoft Dynamics 365, SAP, or PeopleSoft.
OR
- A combination of related education, on-the-job work experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.
Preferred:
- Eight (8) or more years of combined experience in Human Resources or Human Capital Management.
- Five (5) or more years of experience in an ERP environment.
- Two (2) or more years of government sector business experience.
- SHRM-CP or SHRM-SCP certified.

- Knowledge of the political landscape of the City, critical partnerships, and key personnel to support.
- Knowledge of the business and organizational structure of Colorado municipalities.
- Knowledge of common computer operating systems.

- Knowledge of cybersecurity and privacy principles and best practices.
- Ability to identify security risks and how they impact the organization.
- Knowledge of technology infrastructure and security postures.
- Knowledge of information technology service management (ITSM) principles and best practices.
- Knowledge of ERP systems, interfaces, and core functionality.
- Knowledge of Accessibility, Universal Design, and/or User Experience Design standards and best practices.
- Technical computer skills, including the ability to assess complex data, utilize common operating systems, learn new software programs, and understand programming languages.
- Computer programming skills, including the ability to evaluate and solve problems, stay organized, be cognizant of and address details, and utilize common programming languages (e.g. SQL, C#, Python, etc.).
- Ability to collect and document business needs and translate the information collected into technical specifications.
- Ability to write technical documentation and specifications with the intention that it be easily understandable to the target audience.
- Ability to translate and explain technical concepts and vocabulary in common terms to non-technical audiences.
- Ability to prepare reports and briefings that can be understood by a variety of technical and non-technical audiences.

Travel:
- Approximately 10% travel is required.
Essential Functions:
- Elicits, analyzes, specifies, and validates the business needs for collaboration with project stakeholders and business partners in the City.
- Designs solutions to business problems that leverage the ERP solution’s delivered functionality first before considering custom changes, considering future product capabilities in those designs.
- Identifies security and application access needs for customers.
- Configures ERP system modules and installs and customizes modules as appropriate.
- Designs and codes custom applications and processes, as required.
- Tests applications and resolves user testing issues.
- Documents configuration and customizations, and trains users in ERP solutions.
- Designs, develops, and supports integrations between ERP system and other internal or external systems
- Assists in the development of business continuity and disaster recovery plans.
- Coordinates system refreshes and patch deployment for the ERP. Coordinates timing and communication with users.
- Assists in project management for technical tasks during implementation of new functionality related to the ERP, including key communication internally and externally. Identifies technical risks and develops communications plans.
- Interviews stakeholders, gathers and compiles user requirements and suggests solutions utilizing ERP core functionality.
- Interfaces with ERP system vendor on issues, monitors the application environment, and tunes system performance.
- Assists with the maintenance of security authorizations.
- Supports ERP system data by troubleshooting and fixing problems.
- Assists users with reporting and data analysis.
- Opens tickets for IT support with Oracle and any other vendors being utilized.
- Researches vendor products to stay current on new and existing functionality.
- Performs packaged software gap analysis.
- Identifies ERP applications and integrated technology opportunities and solutions for solving complex business problems.
- Adheres to and reinforces all HR policies, processes, and procedures.

- Employee is subject to working alone, with groups, and/or attending meetings.
- The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position is eligible to work remotely within the state of Colorado under the City's telework policy.
- May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
