Job Summary An employee in this class performs enforcement, inspections and public contact duties enforcing codes and ordinances relating to environmental issues such as littering; illegal dumping abandoned vehicles and structures, other solid waste violations, and special projects as assigned by management
Work to enforce County codes and ordinances, the employee receives complaints and patrols the County for violations; issues warnings and citations when offenses are discovered; conducts follow-up inspections and monitors for repeat offenders
The work also includes coordination with State and local agencies involved with environmental concerns and research on a variety of environmental issues, ordinances, and legislation
Tact, courtesy, and firmness must be exercised in dealing with property owners and the general public.Work is performed under the supervision of the Planning and Development Director and is evaluated based on periodic conferences, review of inspection reports, annual performance evaluations and feedback from the public
Essential Job Functions
Drives County highways to detect violations to codes and ordinances; receives complaints from the public on various nuisances such as abandoned cars and structures, littering, and illegal dumping; investigates toassess violations; identifies and reports incidents of building without a permit
Researches property ownership; notifies owners of violations, expected actions needed for correction and timeframes
Issues warnings and citations when violations are not corrected; assesses penalties or fines
Maintains records of inspections and nuisance violations and prepares necessary reports; takes pictures to document findings
Provides customer service to citizens answering questions and explaining environmental code requirements, violations and penalties
Conducts research on best management practices for various environmental ordinance elements and assists with drafting new ordinances or amendments to current ordinances
Serves as the Countys liaison to a variety of local and State organizations dealing with environmental issues including solid waste, air, and water quality
Serves in absence of the Permit Technician as needed answering phone and scheduling building code inspections
Conduct special projects as assigned by Planning and Development Director, Chief Code Enforcement Officer, County Manager, or Assistant County Manager
Performs other related duties as assigned
QUALIFICATIONS
Education and Experience:
Requires a high school diploma or equivalent and two (2) years of related experiencein a public contact and enforcement role requiring the use of computers for recordkeeping, or equivalent combination of education and experience
Salary Range $44,273 - $57,555; negotiable if has experience doing this type of work
Licenses or Certifications:
Possession of a valid drivers license
Knowledge, Skills and Abilities:
Knowledge of local government operations, policies and plans, and modern office practices and procedures
Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs
Knowledge of local codes and ordinances related to environmental issues including littering, illegal dumping and abandoned vehicles and structures
Knowledge of County land use and building codes
Knowledge of routine legal procedures as related to enforcement of laws and ordinances
Knowledge of modern office practices including the use of computers and related software programs such as word processing and databases
Skill in the interpretation of codes and ordinances and their application to specific situations
Skill in interpersonal relations and customer service
Ability to establish and maintain effective working relationships with State and local environmental organizations, property owners, coworkers and the general public Ability to work as a mediator and work persuasively to r
