Duties and Responsibilities:
- Provide environmental engineering services support in the program area associated with the Clean Air Act (CAA).
- Plan, coordinate, and conduct environmental compliance surveys and audits of activities and their operations to investigate compliance with applicable environmental laws, rules, and regulations.
- Perform detailed facility compliance evaluation services, including supporting Navy Region Hawaii's installations with regulatory inspections, while performing project EV evaluations to assess environmental compliance and identify deficiencies.
- Review military construction and special projects during the planning (i.e., National Environmental Policy Act [NEPA], DD1391, etc.), design, and/or construction phases and provide comments relative to environmental requirements. Advise Government design personnel on environmental issues, provide comments, and make recommendations on changes to designs and project write-ups to ensure compliance with regulations and standards.
- Prepare and review correspondence, notifications, data calls, reports, plans, permit applications, briefing slides, point papers, and submittals by gathering information, preparing documents, and coordinating with Government personnel.
- Participate in regulatory inspections and assist with notes and follow-up actions.
- Track status of inspection findings and document completion of corrective actions through coordination with responsible parties.
- Monitor new requirements, assess impacts to Government and identify program modifications that are required to comply with the new requirements.
Minimum Requirements:
- Knowledge of current major environmental laws and regulations, including CAA, NPDES, EPCRA, EMS, SPCC, FRP, NEPA, and other related environmental legislations.
- Knowledge of local (State of Hawaii) air quality laws and regulations such as Hawaii Revised Statutes Title 19 Chapter 342B Air Pollution Control, Hawaii Administrative Rules Title 11-60.1 Air Pollution Control Rules and other related regulations or requirements.
- United States (U.S.) citizenship.
- The ability to communicate effectively in English, both orally and in writing.
- The ability to obtain and hold a DoD Common Access Card (CAC), which requires a background check to include a Federal Bureau of Investigation (FBI) favorable fingerprint check and a favorable tier 3 investigation (SF-86, Questionnaire for National Security Positions).
