Job Summary
Responsible for implementing environmental, health, safety, and security programs, policies and procedures to maintain operational compliance with applicable regulations and CITGO's Statement of Commitment to EHSS Excellence. Exercises leadership skills and values in maintaining compliant, aggressively costed terminals, supporting customer, governmental, and community demands while enhancing CITGO's image. Provides practical, cost-efficient management of EHSS compliance actions across various terminal and pipeline regions and associated business unit activity. Provides field support to emergency response incidents. Manages the production and activities of third party EHSS contract consultants and technicians. Plans and directs work, conducts inspections and audits, sets schedules, and negotiates compliance solutions. Develops and manages operating budgets for EHSS projects and provides input to long range plan capital spending. Represents CITGO at community and regulatory meetings and serves on trade association committees and ad hoc boards.
Minimum Qualifications
- 8 years of job-related experience with a college degree preferred.
- 10 years of job-related experience if no college degree.
- Remediation/regulatory compliance experience.
- Terminal operations/administration related experience.
- Negotiation/Conflict Resolution Skills.
Job Duties
- Manage EHSS compliance efforts across various terminal and pipeline regions for regulatory and operational continuity.
- Maintain and track operating permits, conditions, and negotiated renewals with applicable agencies.
- Reviews permit requirements and conditions with site personnel to verify understanding.
- Conduct EHSS audits and inspections of facilities, records, and personnel with follow up to corrective actions.
- Prepare and submit regulatory and technical reports, notices, and documentation as needed.
- Establish and foster working relationships with regulatory agencies.
- Implement cost effective, technically progressive remedial strategies to address ongoing and retained contamination liabilities.
- Manage the selection and performance of third-party contractors and consultants used for project implementation.
- Implement programs, policies, and procedures responsive to regulatory and corporate requirements with consideration for operational demands.
- Maintain written safety and health programs, TORS Directives, IMS processes and regulatory manuals/plans. Make additions or changes as needed.
- Implement company and industry Best Practice initiatives.
- Assist terminal in reviewing and implementing applicable EHSS procedures and policies.
- Tracks and supports departmental goals for BSC performance measures.
- Promote a One Company-One team environment to achieve corporate and departmental performance measures and goals.
- Provide management and expertise to Retail, Lubes, and Refining operations on ongoing or as needed basis.
- Participate in scheduled terminal/pipeline meetings.
- Participate as member of Corp. CMERT group for emergency response activities.
- Utilize available shared service expertise to minimize the cost of outside consultants.
- Collaborate with Legal, Real Estate, and other groups in litigation, property, and due diligence efforts.
- Participate in incentive programs for EHSS excellence- Safety Awards, Safety dinners, and recognition activities.
- Develop and manage operational expenditures for EHSS related capital and expense budgeted projects.
- Terminal by terminal remediation cost center expense (006) tracking.
- Manage expenditure through preparation of PO's and invoice through service entries in SAP.
- EHSS related capital projects for long range plan.
- Maintain active involvement with federal, state, and industry organizations that focus on EHSS issues impacting terminals and pipeline operations.
- Participate in API/AFPM/ILTA federal and state council committees, meetings, and conferences.
- Track and comment on promulgated regulations and legislation affecting terminals and pipelines.
