About the Job
Quattro Consulting, an operating firm of Command Holdings, is currently seeking an experienced Environmental Planner to support the Naval Facilities Engineering Systems Command (NAVFAC) Northwest. Under this work, an Environmental Planner will independently provide support to satisfy the overall operational objectives of the execution of NAVFAC Northwest’s broad and diverse mission of facilitating execution of organizational functions and specific missions. This position will provide Environmental Planner consultation labor support to various locations within the NAVFAC Northwest Area of Responsibility performing various tasks/services outlines below.
Responsibilities for this position may include (but are not limited to):
- Prepares and reviews environmental planning documents including Categorical Exclusions (Cat EX), Environmental Assessments (EA), Overseas Environmental Assessments (OEA), Environmental Impact Statements (EIS) and Overseas Environmental Impact Statements (OEIS).
- Prepares and reviews special environmental studies assessing the impacts of military operations, programs, exercises, construction projects and force alignments.
- Identifies potential environmental mitigations alternatives, which may affect the use or operation of DoD controlled facilities and properties, to ensure compliance with NEPA, CAA, CZMA and other related environmental legislation and DoD Policy.
- Performance analytical work to contribute to the development of mitigating measures to minimize environmental impacts.
- Estimate work effort and provide technical expertise in negotiations with Architectural-Engineering firms and environmental services contractors. Contractor does not have the authority to negotiate/bind the Government to a contract.
- Address contractor submittals and requests for information (RFIs) and review contractor work products.
- Provide technical leadership/mentorship to junior team members and review other environmental work products for regulatory compliance.
Expected salary range: $130,000 - $170,000
This position is contingent on contract modification.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
- Ability to work in remote and rural environments.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.
- Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.

Travel:
- 11-20% / Occasional travel.

Requirements
Basic Qualifications.
- Bachelor’s Degree in Engineering/Physical Science/Natural Resources/Community Planning or other related Environmental Engineering/Science bachelor's degrees.
- Must have the ability to obtain and maintain a Top Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
- Technical competence in inspecting/auditing/reviewing for compliance with environmental laws/regulation and writing environmental studies/reports/plans. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination, including interdisciplinary coordination, of all services furnished by the Contractor under this contract.
- Minimum three years of experience as an environmental planner with demonstrated federal project experience.
- Should have extensive knowledge of Federal, State, and Local environmental regulations.
- Ability to ensure the administration of all applicable environmental laws, regulations, policies, instructions, and contract stipulations; evaluate and develop environmental information requirements to monitor and demonstrate compliance; provide technical guidance and documents; provide field assistance investigations; and review project designs and contractors’ Environmental Protection Plans for environmental requirements.
- Perform planning, programming, budgeting and execution of environmental projects related to their program(s).
- Experience in managing environmental programs or projects related to socioeconomics, environmental justice, coastal zone management act, water resources/water quality, public health and safety, climate change, transportation, and terrestrial noise, stormwater, drinking water, wastewater, storage tank, hazardous waste, air, environmental planning, natural resources, cultural resources and/or environmental cleanup/restoration.
- Ability to prepare and provide high-level briefs to senior leadership. Oral and written communication skills must be highly developed.
- Must be able to lift 30 pounds; be able to reach overhead, bend, stoop, and stand on hard surfaces for extended periods of time; and be able to work indoors or outdoors in all types of weather, if required.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.
