Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description This posting is for two Environmental Program Specialist 1 (EPS1) positions in the NYSDEC Region 1, Division of Water, Stony Brook. The EPS1 may assist with the implementation of the stormwater management program, coastal management program, floodplain management program, green energy initiative, and State Pollutant Discharge Elimination System (SPDES) program.Specific duties include gaining proficiency in regulatory requirements and best management practices. Under supervision of senior staff, the candidate may assist by providing technical assistance and information to consultants, municipalities, the regulated community, and other Department staff regarding Department regulations and policies. The EPS1 may review permit applications for compliance with state law and regulations; field inquiries and complaints, taking appropriate corrective action; conduct routine inspections of permitted facilities; conduct reviews of design documents for proposed sewer disposal system improvements; participate in meetings and respond to inquiries from the regulated community. They may provide presentations on regulatory matters during outreach events and otherwise advance Department interests. Field inspections may be conducted as necessary to carry out the missions stated above.All duties require representing the Department in a professional manner, keeping senior staff apprised of program accomplishments, emerging issues, and high-profile matters. Candidate must be able to communicate effectively and convey specific factual information verbally and in writing; organize and analyze data; identify important findings and provide sound recommendations. The must be able to write and edit reports; complete many varied computer tasks; and participate in many varied team tasks.
