WSP is currently initiating a search for a Full Time Environmental Scientist (Petroleum Fuels Storage Tank Specialist) for our Exton, PA office. The following locations will also be considered: Denver, CO; Washington, DC; and Chicago, IL . Your Impact
+ Support the National Fuels Storage Tank Manager including management of daily activities of the subcontractor, reviewing subcontractors’ construction schedules and submittals, and coordinating responses to the subcontractors’ inquiries thru the Requests for Clarifications (RFC) and other related documents.
+ Provide support to receive, review, and negotiate Subcontractor Change Order Proposal(s) to achieve a fair and reasonable price in accordance with the General - Conditions; reviews and addresses any and all Schedule impacts in accordance with the project specifications in a timely manner.
+ Manage project close-out with respect to project certification with regulations and client requirements as well as with project financial close out.
+ Respond to client requests for proposals, solicitations and other opportunities
+ Develop compliant, responsive, researched, and competitive technical responses.
+ Work on site investigations, compliance testing, storage tank upgrades and repairs, permitting and regulatory reporting, remediation projects for public and private clientele, and emergency response activities for a fuels program involving multiple facilities and tanks for large nationwide organizations.
+ Working with supervision to perform highly complex professional assignments demanding contributions calling for the application of specialized principles.
+ Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
+ Perform additional responsibilities as required by business needs.
Who You Are
Required Qualifications:
+ Bachelors degree in Environmental Science or related degree; or equivalent experience in the area of expertise; experience may be substituted for the required education
+ 1-3 years experience working the with bulk petroleum fluids and motor fuels tank storage and dispensing systems experience on both aboveground and underground storage tank projects
+ Ability to compile, interpret and discuss compliance data for clients and regulators.
+ Ability to interpret and understand federal, state and local compliance regulations related to fueling systems
+ Excellent writing, editing, proofing, organizational, analytical, oral, and interpersonal skills
+ Ability to successfully balance and prioritize multiple projects and daily tasks
+ Development of subcontractor request for proposals and subsequent proposal cost review
+ Working knowledge of federal, state, and local AST and UST regulations
+ Familiar with API, ASTM and NFPA standards applicable to storage tanks
+ Familiarity with storage tank automatic tank gauging systems (ATGS)
+ Familiarity with performing and conducting construction management oversight during storage tank installations, removals, and/or repair upgrades to tank system components
+ Ability to translate technical information into documents for technical and non-technical personnel
+ Up to 10 to 20% (estimated) travel required, which could include overnight stays
+ Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
+ Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
Preferred Qualifications:
+ Previous storage tank systems and equipment project management experience
+ Estimating, permitting, and construction services experience
+ Project estimation and proposal development relating to storage tank and/or environmental construction services
+ Project Scope of Work development
+ Project permitting for both governmental and industrial projects
+ Industry specific registration /certification
+ OSHA 19101.120 HAZWOPER 40-hour Certification, and must be able to pass a HAZWOPER physical and be medically able to wear a tight-fitting respirator
+ OSHA 10-hour Construction Safety Training
+ Relocation assistance is not available for this position.

Compensation:
Expected Salary (all locations): $55,700 - $81,510
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
Expected Salary (Colorado only): $55,700 - $76,560
