The Organization
The Population Health Management (PHM) Learning Center is a new nonprofit organization. It aims
to become a catalyst for aligned statewide population health transformation in Medi -Cal
(California’s Medicaid program) and adjacent safety net programs. This includes aligning key
funders and initiatives around a consistent approach for building capacity for population health
management in the Medi-Cal delivery system, to enable health equity at scale in California.
For the next 5 years, the Learning Center (LC) will serve as the Program Office for a statewide Medi -
Cal focused practice initiative. The Learning Center’s broader goal is to build a just and equitable
healthcare system for all Californians, especially the people and communities who have been
historically underserved. A key part of our 2024 work will be to develop our strategy for doing so,
building on our foundational partnership with DHCS.
The Learning Center is a fiscally sponsored project of the Tides Center, a 501(c)(3) public charity
organization that fiscally sponsors over 160 projects. This work aligns with Tides’ vision, in that
health equity is central to enabling all populations to thrive and to share prosperity.
The Position
The Executive Assistant will serve a critical role for the Learning Center, acting as a cornerstone for
executive support, project coordination, and organizational management. This dynamic position
extends beyond traditional administrative duties, entrusting the holder with significant
discretionary powers and decision-making authority in support of the Leadership team. The role is
designed for a detail-oriented professional capable of navigating a fast-paced environment with a
high degree of autonomy and strategic influence.
Responsibilities include:
• Executive Scheduling and Leadership Liaison: Manage the Chief Executive’s calendar
with discretionary authority to prioritize engagements and serve as the administrative lead.
Interface autonomously with key leaders and stakeholders, including Advisory Board
members, government leadership, and external partners, exercising decision-making
powers in the representation of the Chief Executive and organization.
• Strategic Support for Leadership Team: Independently manage and coordinate the
scheduling of team meetings, external partnership engagements, and the distribution of
agendas and materials, employing judgment to ensure alignment with organizational
priorities.
• Event Management: Take the lead in planning and executing organizational events, from
concept to completion, including travel arrangements, logistical support, and stakeholder
engagement, leveraging discretion to align with strategic objectives.
• Project Coordination: Organize technology (i.e., Zoom) and logistical support for
implementing virtual training events, including registration set-up, scheduling meetings with
external faculty, and data entry and reporting of survey evaluations in collaboration with the
Senior Program Managers.
• Operational and Technological Oversight: Oversee the 'virtual office,' including the
procurement and maintenance of technology and equipment, with authority to resolve
issues and make purchases. Manage organizational systems and processes, ensuring they
are optimally resourced and aligned with the organization's goals.
• Communication and Material Preparation: Exercise discretion in developing
communication materials, formatting presentations, and managing sensitive information,
ensuring consistency with organizational branding and strategic messaging.
• Financial Management: Independently manage financial tasks such as making purchases,
preparing and submitting invoices, and overseeing PHLC expenses, with delegated authority
from senior leadership to ensure fiscal responsibility.
Preferred Skills and Qualifications Including:
• Bachelor’s degree
• A minimum of five years working as an Executive Assistant or similar role.
• Highly resourceful team player, with the ability to work independently and make decisions
with minimal supervision.
• Excellent verbal and written communication
• Excellent time management and organizational skills
• Exceptional problem-solving skills
• Intellectual curiosity, growth mindset, and tenacity to get the job done
• Strong technology aptitude and a quick learner of new systems; proficiency in both Microsoft
Office and iOS preferred
Applications will be evaluated on a rolling basis.
This is a hybrid role based in the East Bay of California. Candidates must be able to go into the office 1-3 days a week as PHLC secures office space.
Compensation & Benefits:
The salary range for this position is $90,000 - $120,000. As a fiscally sponsored project of Tides, the
