About the Job
The Department of Public Social Services (DPSS) is seeking an Executive Director for In Home Supportive Services (IHSS) Public Authority located in Riverside. The incumbent will be responsible for overall policy and program direction for the Public Authority. At this time, the position has the opportunity to telework part time based on business need. Telework may change at any time and you will be expected to report to the office full time.
The Public Authority recruits and trains (free of charge) both IHSS consumers and home care providers throughout the county. As an enhancement to the IHSS Program, the IHSS Public Authority strives to assist seniors and persons with disabilities to remain safely in their home. The mandate of the IHSS Public Authority is to maintain a registry of screened and trained home care providers and match them with IHSS consumers as expeditiously as possible. The IHSS Public Authority also serves as the employer of record, enabling home care providers to organize and engage in collective bargaining.
Reporting to the Assistant Director of the Adult Services Division within the Department of Public Social Services, the Executive Director works with the Public Authority Advisory Committee to provide overall policy and program direction for the Public Authority. Management and administrative duties include hiring, training and supervising Public Authority staff.
In addition, the Executive Director is expected to provide staff support to the Public Authority Advisory Committee, represent the Public Authority at the local and state level regarding Public Authority issues, act as liaison to various County and community agencies, and ensure compliance with all relevant County, State and Federal laws, regulations and agreements.
The IHSS Public Authority Executive Director is appointed by the County Board of Supervisors and has been designated as At-Will by the Board of Supervisors, in accordance with the provisions of Ordinance #440 and Resolution 98-322.

EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, directs and coordinates through subordinate supervisor(s) the activities of the Riverside County IHSS Public Authority.
• Creates and evaluates policies and procedures, practices, and standards with the goal of providing successful outcomes for consumers and providers of the IHSS Program.
• Evaluates and assesses operations relative to effective utilization of resources and achievement of goals, standards, and program compliance.
• Develops and recommends or implements changes to modify programs or improve operations to meet regulations and consumer and community needs.
• Provides consultation and guidance to staff of the Public Authority, Board of Supervisors, County Executive Office, Department of Social Services and other public and private entities.
• Confers with subordinate supervisory personnel and other staff on policy, program and procedure modifications.
• Hires and supervises Public Authority staff and takes appropriate action to assist subordinate supervisors in resolving personnel problems.
• Develops strategic plans and reviews and analyzes legislation that would impact operations.
• Ensures compliance with local, state and federal regulations and agreements regarding the Public Authority; develops and carries out plans to meet the State mandated requirements.
• Coordinates IHSS service delivery with the Riverside County Department of Public Social Services.
• Participates in labor negotiation activities, including wage and benefits negotiations, establishes and maintains a registry of IHSS providers, coordinates the development of consumer and provider training.
• Assists with preparation of the Public Authority rate application and related documents; provides necessary fiscal documentation to allow the necessary county claims for reimbursement of expenditures.
• Represents the Public Authority at local and State levels of government.
• Ensures quality and conformance with legislative, regulatory and policy mandates regarding the administration of the IHSS Program.
• Assists in preparing the Public Authority budget, monitors expenditures as needed, and maintains cost controls and compliance with budget provisions.
• Confers with County departments and other governing agencies in completing assignments, solving mutual problems, or exchanging program information.
MINIMUM QUALIFICATIONS
Knowledge of: the principles of public service administration; the principles, practices, and techniques of personnel administration, labor relations, supervision, evaluation and employee development; the principles of management, including planning, organizing, staffing, directing and controlling subordinate and contract staff; the methods and techniques of analyzing administrative systems and procedures in terms of efficiency and effectiveness; the principles and practices of budget preparation and fiscal management; the principles, methods and procedures of community organization, consultation, and public relations; issues related to home care services for the elderly and disabled; In-Home Support Services and Public Authority laws, regulation, and funding; IHSS programs, the issues of the elderly and disabled, human resources, or public social services.
Ability to: plan, organize, direct, and coordinate the work of subordinate and contract staff; administer, plan, organize and direct comprehensive programs and administrative service operations; analyze administrative and/or fiscal problems and make appropriate program recommendations on budgeting, staffing and administrative organization; interpret and apply federal, state and county laws, regulations and policies that apply to public service programs; develop and maintain cooperative working relationships with a variety of department staff, government, business and community officials; develop and prepare concise and logical oral and written reports and represent the Public Authority for In-Home Support Services with boards, committees, government and community agencies, departments, and officials.
Option I
Education : Possession of a Bachelor's Degree from a recognized college in social work, behavioral sciences, human services, rehab counseling, public/business administration, human resources, or a closely related field.
Education (Preferred): Possession of a Master's Degree from a recognized college in Social Work, Psychology, Human Resources, Counseling, Rehabilitation, Human Services or related fields.
Experience : Five years experience in an administrative or management capacity, of which at least one year must have been comparable to Riverside County's Social Service Supervisor II classification.
Option II
Experience : Five years experience in an administrative or management capacity related to social work, aging, human resources, rehabilitation, working with the developmentally disabled or related area that included supervision, budget/fiscal administration, program planning and policy formulation, or human resources in a public or private agency.
Education : Possession of a Bachelor's Degree from a recognized college in social work, behavioral sciences, human services, rehab counseling, public/business administration, human resources, or a closely related field.
Education (Preferred): Possession of a Master's Degree from a recognized college in Social Work, Psychology, Human Resources, Counseling, Rehabilitation, Human Services or related fields.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
