SUMMARY
The Executive Director of Human Resources is a strategic human resources leader responsible for shaping and driving the human resources function within the College. This position provides strategic leadership, developing and implementing strategies that align with the College’s mission, vision, values and strategic plan. The executive director oversees talent acquisition, employee relations, benefits and compensation, payroll, student employment, professional development and the employee lifecycle. This position serves on the President’s Cabinet, Strategic Leadership Team, and other cross functional teams.

ESSENTIAL FUNCTIONS
- Strategic Leadership: Develop and implement HR strategies that align with GRCC’s mission, vision, values, and strategic plan, fostering a positive workplace culture and ensuring the attraction, retention and development of faculty and staff.
- Design and implement overall vision, strategic planning, and budget development for departments that report to and and/or are part of Human Resources; Operational HR Services, Payroll, Benefits, Staff Training and Development, and Student Employment Services.
- Design, implement, and contribute the delivery of exemplary human resources services that support the mission, vision, and values of the College.
- Advise College Leadership on matters relating to human resources management, planning, and development.
- Serve as a member of the President’s Cabinet.
- Departmental Leadership: Work with all HR staff members regarding college wide and department project work (Dir of Payroll, Benefits Manager, HR Generalists, HR Coordinators, HR Assistant, HRIS & Payroll Analyst as well as Assoc. Director for HR and Assoc. Director for Student Employment Services).
- Provide leadership to Human Resources for compensation, reclassification, performance management, handbook, HRIS, and other Campus technology tools, department and College dashboards, and all other HR, Student Employment Services, and Staff Development processes. Contribute to the completion of work in these areas as needed.
- Provide guidance and collaborate with all HR staff members regarding college wide and department project work; including all fifteen full time staff members and several temporary positions.
- Provide leadership to the College and HR staff on matters related to hiring qualified personnel to fill faculty and staff vacancies. Review recommendations on the retention, potential discipline, and termination of all employees, including contingency, students, and independent contractors.
- Compliance & Policy Management: Oversee compliance with federal and state employment laws and college policies, ensuring a fair and equitable work environment for all employees.
- Develop, implement, and administer College policy as well as departmental procedures and work instructions.
- Maintain and update HR policies and procedures on a recurring schedule or as needed.
- Monitor College’s Affirmative Action initiatives, goals and workforce data/demographics. Present to Cabinet, BOT, and College staff as necessary.
- Talent Acquisition: Lead the College’s recruitment efforts, implementing innovative recruitment strategies to meet the needs of the institution.
- Employee and Labor Relations: Foster positive employee and labor relations by resolving conflicts, promoting open communication, and ensuring a fair and consistent approach to employee matters.
- Benefits & Compensation: Oversee the administration of employee benefits programs and compensation structures, maintaining competitive and equitable total rewards for faculty and staff.
- Professional Development: Oversee administration of professional development and wellness programs using both internal and external facilitators.
- Stay updated on emerging technologies and tools for e-learning and leverage them to enhance development opportunities offered to staff
- Develop and implement mentoring and peer guide programs to support the growth and development of GRCC staff
- Diversity, Equity and Inclusion (DEI): Drive initiatives to promote diversity, equity, and inclusion throughout the work of all HR functions with a goal of impacting the overall institutional culture, working to create an inclusive and welcoming campus environment.
- Design and implement strategies that will help to enhance the diversity of our workforce.
- Performance Management: Develop and implement processes for evaluating the effectiveness of training programs and individual performance
- HR Technology: Evaluate and implement HR technology solutions to streamline processes, enhance data analytics, and improve overall HR service delivery.
- Budget Management: Manage the HR budget effectively, allocating resources to support HR initiatives and ensure cost-efficiency. Provide oversight for budget processes within Staff Training and Development and Student Employment Services.
- Engagement: Participate with college wide activities that support our students and with community wide activities that support GRCC’s role within the community.
- Lead and participate on multiple cross functional teams.
- Persons in this role are identified as a Campus Security Authority (CSA). CSA's will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act.
- Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.
JOB SPECIFICATIONS
Educational Credentials
- Bachelor's degree in Human Resources required. Master’s degree in Human Resources or Master’s degree relevant to the requirements of this position preferred.
- Certification as a Human Resources Professional is preferred.
Work Experience
- Minimum of ten years of Human Resources experience required, including leading projects in compensation administration, organizational design, staffing, employee relations, labor relations, and training and leadership development.
- Supervision experience required. Preference will be given to candidates who have led an HR team with significant scope of organizational responsibility.
- Experience in developing and leading both departmental and organizational initiatives, and implementing complex organizational changes.
- Experience with developing and moving forward initiatives that advance equity, access, and inclusion in the workplace.
- Experience in higher education and a union environment is preferred.
