Facilities Manager - JX Metals USA, Inc.

JX Metals, USA Inc is seeking a Facilities Manager to join our team. The Facilities Manager reports directly to the Vice President of Operations and has direct oversight and responsibility for all facilities and maintenance activities at the JX Metals, USA Inc manufacturing facility in Chandler and Mesa, Arizona. Scope of role includes providing all utilities, facilities and equipment maintenance and services, capital and expense project planning and execution, environmental management, production maintenance and facilities engineering support.

The Facilities Manager acts as the technical liaison between the plant and functions outside the plant including division, corporate, various government agencies, vendors and other industry groups.

This position plays a key role in establishing, maintaining and driving improvements in manufacturing and control systems to assure that quality products are manufactured in a safe, efficient and environmentally responsible manner.

Essential Functions and Responsibilities include the following:

• Lead the activities of the Facilities and Maintenance team to meet plant goals and objectives related to safety, environmental, quality, production and financial performance.
• Overall responsibility for operational safety, uninterrupted 24x7 delivery of facility services, including predictive, preventative and ad-hoc maintenance activities, and the performance of the facilities/maintenance staff and service providers
• Ensures compliance with all regulatory efforts and implements best practices for resource safety and security
• Suggests innovative solutions for facilities and safety-related issues and implements those solutions through effective collaboration with internal customers and key stakeholders
• Technical and managerial oversight of internal resources and vendors who are responsible for facility mechanical/electrical systems and subsystems, HVAC and back-up power systems, water/ sanitary systems and subsystems, physical infrastructure and fire detection and suppression systems
• Plans, directs, and coordinates activities and projects related to the design, construction, modification and maintenance of the building, building mechanical and electrical systems, machine floor process systems, and building controls and fire alarm systems
• Analyzes facility operations and building/maintenance activities and contracts; proactively identifies opportunities for improvement
• Provides technical leadership and guidance to a team of facilities maintenance specialists, contractors, and technicians to ensure they can successfully support everyday operations
• Recruits, hires, trains, and defines goals for direct reports and department; evaluates performance and recommends or initiates promotions, transfers, and disciplinary actions
• Manages contracts and billing of infrastructure support needs with facility vendors, including but not limited to electrical, janitorial, construction, HVAC, utilities, and civil authorities
• Develops and maintains long-range planning initiatives for capital improvements and establishes efficiencies so as to lower overall operational and capital costs
• Ensures infrastructure consistencies and best practices across all facilities
• Develops, manages, and maintains an appropriate facilities spare inventory and equipment plan to reduce costs and production downtime.
• Liaison with various essential services (i.e., police, fire, and water) to include security alarm and fire monitoring vendors and civil and regulatory agencies
• Support the plant environmental function to ensure all compliance requirements are met
• Direct all site predictive, preventive and demand maintenance activities
• Develop and deploy programs to deliver Environmental Sustainability targets and maintain ISO 9001, ISO14001, ISO45001 and IATF 16949 certification.
• Assure all engineering and maintenance records and documents are properly maintained
• Provide technical guidance regarding the design and installation of equipment and systems and recommend methods to overcome complex engineering problems.
• Inform the Vice President of Operations on issues and progress of all department activities; relate any pertinent information which affects safety, quality, productivity and/or effectiveness of operations.
• Ensures all security systems meet requirements and are operational, in cooperation with the Director of Human Resources
• Immediate response to items that present safety hazards to associates, vendors, or customers while on company property.

Education

• Associate degree in Engineering, Operations or Science discipline required and 7 to 10 years of progressive experience in general facilities/maintenance management or equivalent is required. Bachelor's degree preferred.
• Minimum of 7 years of experience in mechanical support of a manufacturing and cleanroom facility, HVAC, and electrical maintenance, preferably in a high technology industry

• In-depth knowledge of new or expansion building construction and mechanical design (both components and systems), with an emphasis on redundancy and 24X7 operations
• Previous experience with Project Management, specifically in creating and managing project budgets and schedules
• Excellent written and verbal communication, interpersonal, critical thinking and problem-solving skills
• Must be a well-organized, detail and customer (internal and external) oriented self-starter
• Strong procurement and negotiation skills
• Knowledge and Experience with IATF16949, ISO9001, ISO14001, ISO45001, OSHA, and HVAC is desired
• Project Management Professional (PMP), Facilities Management Professional (FMP) or Certified Facility Manager (CFM) certifications are a plus
• Knowledge of Lean Six Sigma or similar continuous improvement methodologies is a plus
• Previous experience managing a safety and/or security programs is a plus
• Skilled in the use of all Microsoft software.
