We are seeking a Facilities Manager to oversee our facilities’ maintenance and improvements, ensuring high standards in the work done by contractors, efficiency of mechanical systems, and adherence to established best practices. The Facilities Manager is responsible for oversite of all aspects of building systems maintenance and life cycle analysis. This includes supervising contractors, maintaining mechanical systems, overseeing building improvements, and managing bidding processes for various projects. This role is crucial to maintaining the quality, safety, and functionality of our facilities to serve our community effectively.
- Builds organizational awareness and contributes to programming that involves everyone. Supports and participates in open, transparent communication among team members.
- Tracks and plans capital improvement needs in Great Parks’ portfolio of over 300 buildings and structures, including fire suppression, HVAC, security, plumbing, electrical, elevators, geothermal systems, photovoltaic solar systems, roofs, gutters, building envelope, flooring, emergency generator systems, and other building systems.
- Ensures structures and buildings meet State of Ohio, local and industry code and safety standards.
- Administers contracts related to security, fire prevention and alarm systems. Coordinate with service providers for routine and emergency maintenance. Ensures regular inspection and maintenance of these systems to maintain compliance with State of Ohio, local and industry code and standards.
- Plans and facilitates maintenance and repair needs for building systems. Develops preventative maintenance plans. Works with Great Parks colleagues and contractors to ensure inspections, maintenance items, repairs, renovations, and replacements are completed to meet industry standards.
- Assists managers with developing and conducting training programs, as required, for building systems management inspection and repair staff. Conducts regular meetings with Maintenance Specialist and Senior Park Manager teams. Provides feedback on employee performance levels to direct supervisors. Identifies, recommends, and assists with managers’ evaluation of Maintenance Specialists skillsets and training. Work with Great Parks’ divisions to ensure that facilities meet their needs, as well as maintaining continuity of components.
- Manages and maintains building, structure and associated infrastructure inventory database utilizing agency’s asset management software. Maintains organized and accessible records, including as-built drawings, service and maintenance records, and equipment records.
- Develops and implements systems for managing public facility assets. Coordinates annual inspection and inventory of all building and related assets. Analyzes and evaluates the effectiveness and efficiency of all repair and maintenance. Assigns work orders for repair and preventative maintenance. Sets standards and policy to provide a uniform, consistent standard of maintenance to enhance financial effectiveness and operational efficiency.
- Develops and prepares the annual budget for facility maintenance, repair, operation, servicing, and procurement functions. Identifies forecasted needs. Prepares specifications, make recommendations, and coordinate purchase of new equipment and assets, including options available through state contracts. Analyzes and reviews budgetary and financial data. Utilizes appropriate bidding and purchasing mechanisms.
- Meets with contractors and engineering consultants to discuss plans, coordinate work efforts, identify problems and determine appropriate actions. Prepares project plans, corresponding project status reports and other job-related reports.
- Projects needs for building system replacements and upgrades, assigns budget estimates for long-term projection of facilities maintenance needs.
- Participates in planning and executing capital improvement projects for existing structures, in partnership with Planning Division and using other Conservation and Parks Division staff resources. Reviews proposed building systems for new builds. Performs project management on building systems and related capital projects as assigned. Develops budget requests based upon project cost estimates. Manages budget and project costs on assigned projects. Prepares formal bid packages.
- Reviews and approves construction plans, contract documents, technical specifications, construction estimates and technical and feasibility reports. Maintains records, reports and documentation related to all managed projects.
- Coordinates with contactors and stakeholders to ensure timely and within-budget projects. Prepares purchase order requisitions and reviews and approves invoices and change orders for consultants, contractors, and vendors.
- Facilitates the bidding, securing, and management of all utility services including electric, solar, and natural gas. Ensures efficient and cost-effective utility usage across all park structures. Monitors Great Parks utility usage and creates strategic plans to reduce utility usage and improve sustainability of Great Parks’ facilities through strategic renovation, removal, or replacement of existing buildings as recommended in Sustainability Strategic Plan.
- Ensures all activities and operations comply with local, state, and federal regulations, such as OSHA, Americans with Disabilities Act, Ohio Building Code, Ohio Mechanical Code, Ohio Plumbing Code, fire safety code, zoning regulations and other applicable laws.
- Performs job duties in accordance with Great Parks policies, procedures, and performance expectations. Promote a culture of safety and sustainability within the agency. Coordinates with other divisions as required to implement agency and divisional goals and objectives.
- Stays updated on industry trends and relevant technological advancements. Ensures appropriate licensing and qualifications for consultants and contractors.
- Facilitates staff communications, internally and externally, to ensure projects appropriately identify and address specific needs and goals that are consistent with the park district’s mission, vision, and strategic plans.
- Maintains confidentiality of confidential and sensitive information.
- Works assigned schedule, exhibits regular and punctual attendance, and works outside of normal schedule as required.
QUALIFICATIONS
An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:
Associate’s degree in Facilities Management, Business Administration, Construction Management or a related field and 3-5 years of experience in facilities management, building maintenance, or operations, including budget planning and project management, and staff supervision required or
Preferred bachelor’s degree in Facilities Management, Business Administration, Construction Management or a related field and 2-3 years of experience in facilities operations, building maintenance, or property management. Experience with sustainability initiatives, public procurement practices, and familiarity with building codes and compliance standards is highly desirable.
- Knowledge of park, facility, and grounds maintenance techniques, natural resources management techniques, natural history, and supervisory techniques.
- Strong team building and coaching skills in both verbal and written communication.
- Demonstrated planning and scheduling, recognition of ecological problems, motivation of staff from diverse backgrounds and thought processes, plant identification, collaboration, and public engagement.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
LICENSE & CERTIFICATION REQUIREMENTS
- State Motor Vehicle Operator’s License that meets GPHC current carrier guidelines.
- Ohio Pesticide License, within 12 months of employment
