Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) with one vacancy located in Highlands, NJ. ZA-2: 57,594 - 100,849 ZA-3: 85,236 - 132,807 Responsibilities As a Facility Operations Specialist, you will perform the following duties: Oversees various types of facilities, physical plants, and equipment to direct, inspect, and evaluate work performed by contractors, mechanics, or others supporting facilities operations. Maintains facility operations budget, plans expenditures, and ensures efficient use of facilities and operations funds. Ensure that all environmental compliance and safety laws and regulations are met. NOTE: These duties are described at the full performance level of the ZA-3; the ZA-2 is developmental leading to such performance. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-7/9. The ZA-3 is equivalent to the GS-11/12. NOTE: * A one-year probationary period may be required. * Payment of relocation expenses is not authorized. * Relocation or recruitment incentives may be authorized. * This position IS NOT in the bargaining unit. CONDITIONS OF EMPLOYMENT: This position requires the operation of a federal motor vehicle. Perform on call duties, conduct weekend/holiday facility checks and respond to after hour emergency call backs on a rotational basis. Some assigned work may be performed after normal business hours. This experience need not have been in the federal government. To qualify for the ZA-2 or (GS-07/09):Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-1 or (GS-05) in the public or private sector. Specialized experience MUST include the following: Assisting in facilities administration program sufficient to evaluate, adapt, or modify procedures and practices concerning two or more of the following: property facilities, utility systems, buildings, equipment, or labor requirements; Coordinating or conducting routine preventive maintenance programs and adhering to budget guidelines; and Assisting in the development of facilities security, evacuation, or safety plans. OR SUBSTITUTION OF EDUCATION: 1 full year of graduate level education in a major study in engineering, industrial arts, property management, or business administration. OR SUPERIOR ACADEMIC ACHIEVEMENT (S.A.A): S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership:1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:2.9 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. Specialized experience MUST include the following: Maintain a facilities administration program sufficient to evaluate, adapt, or modify procedures and practices concerning two or more of the following: property facilities, utility systems, buildings, equipment, or labor requirements; Coordinating or conducting preventive maintenance programs and adhering to budget guidelines; and Developing and implementing facilities security, evacuation, or safety plans. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related in a Major study in engineering, industrial arts, property management, business administration. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above. Note: Only graduate education in excess of two years is qualifying for combination. Education College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
