Facility Project Manager - Herzog

TransitAmerica Services, Inc. is currently seeking a Facility Project Manager in Menlo Park, CA to join our team. This position is responsible for the development and oversight of station and facility related projects, inspection and maintenance of stations and facilities, development and implementation of the State of Good Repair Program, the Maintenance Program, and Work Directives. They will also assist in the development and implementation of scopes of work, independent cost estimates, schedules, safety plans and provide direct supervision and oversight to the Stations & Facilities Department.
The pay range for this position is $121,500 - $136,000.
Duties and Responsibilities:

- Supervise, coordinate, and direct the work of agreement covered personnel engaged in the day-to-day maintenance of stations and facilities.
- Oversee projects over their entire life cycle including the development of scopes of work, independent cost estimates, and schedules.
- Coordinates project support with other internal departments (flagging, isolations, signal support).
- Represents the company in project meetings.
- Ensures projects are in compliance with Federal, State, and Local Government requirements.
- Assists with preparation of written reports and/or updates (internal and external) for management, client, and project team, to ensure a clear understanding of project status.
- Work with the Procurement Department for outsourcing subcontractors to include site walks, evaluation of proposals, and direct oversight of the planned work to ensure terms and conditions are met, including a high degree of workmanship.
- Maintain and use the Maintenance Management System for work orders and inventory.
- Prioritize and establish work standards, including progress inspections for workmanship, completeness and accuracy.
- Ability to manage multiple projects simultaneously – including prioritization of resources.
- Determine maintenance needs of station and facility equipment, arrange for storage of materials and equipment used in work, and implement maintenance and grounds management systems.
- Respond to off hours critical calls to resolve stations and facility issues and provide weekend/holiday duty coverage when assigned.
- Coordinate maintenance and grounds activities with other departmental supervisors and contractors.
- Prepare and maintain routine records and prepare reports – using the Enterprise Asset Management System.
- Supervise Maintenance Department employees in accord with TASI policies
- and applicable laws, including training, assigning and directing work, performance evaluation, rewarding and disciplining, addressing complaints and resolving problems.
- Develop, manage, and implement the department’s annual budget, as well as the short and long-term capital / State of Good Repair Capital Programs.
- Develop and implement preventative maintenance programs, including schedules, and oversight of subcontractors and third-party contractors.
- Regular and consistent engagement, participation, and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
- Regular and predictable attendance and punctuality are a requirement for this position.

Qualifications:
- Bachelor’s degree in engineering or business is preferred, not required.
- Project Manager Professional Certification is preferred.
- Experience or equivalent combination of education and experience as follows:
- Eight years in facility maintenance:
- Coordinating and assisting with maintenance of facilities, buildings, or structures.
- Oversight of contracts for construction and/or preventative maintenance activities.
- Reading, writing, and understanding prints and technical specifications, rules, and regulations.
- Demonstrates a working knowledge of basic project accounting, project controls (cost, schedule, change management, etc.), material management, contract management, safety, and quality assurance / quality control.
- Able to respond to emergencies 24/7, including but not limited to assessment, monitoring, and repair of failed conditions.
- Exhibits strong management skills and has the ability to lead and motivate employees.
- Knowledgeable of familiarity of American Railway Engineering & Maintenance of Way Association standards and/or regulations respectively is preferred.
- Possession of a valid State of California Driver’s License.
- Knowledge of computer applications such as Word, Excel, PowerPoint, and Project.
- Ability to function in a dynamic environment.
- Ability to prioritize work activities effectively.
- Ability to read, write, and speak English with strong communication skills.
- Eight years in facility maintenance:
Pre-Employment Requirements:
- Subject to pre-employment background check and motor vehicle report review.
- Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
- Successfully complete and maintain any required safety certification and testing on an annual basis.
- Maintain a valid driver’s license and endorsements as required per position.
