Family Caseworker – Elder Victimization

INFORMATION

Department: TFYS

Type of Position: Non-Exempt

Location of Work: Juneau, AK

Salary Grade(s): 8 ($26.97-$35.20 DOE)

Hours of Work: M-F, 8:00 am – 4:30 pm

PURPOSE

Incumbent will provide assistance and follow up support to Elder victims of self-neglect, neglect, financial exploitation, psychological/emotional abuse, physical abuse, sexual abuse, and abandonment. Incumbent will help Elder victims navigate the tribal, state, and federal criminal justice process and introduce them to services available through Tlingit & Haida, State, and local programs. Incumbent will advocate for culturally based services, including information and referral services.

ESSENTIAL FUNCTIONS

• Prepare and submit accurate and timely reports for grant

• Provide advocacy services to Tribal Elder victims of self-neglect, neglect, financial exploitation, psychological/emotional abuse, physical abuse, sexual abuse, and abandonment

• Conduct intensive interviews with Tribal Elders

• Ensure the clients right to privacy and ensure appropriate confidentiality measures are taken

• Review case files to ensure completion and order of records prior to any hearings and answer questions relative to court procedures, case status, and court records

• Assist tribal programs and communities to address Elder victimization in their communities

• Develop positive working relationships with tribal and local service providers to assist with educational efforts which address Elder victimization

• Participate in intra and interagency meetings concerning effective responses to Elder victimization

• Assist other programs with activities related to effective responses to Elder victims of crime

• Provide immediate crisis intervention and support to Elder victims either in person or via the telephone

• Make referrals that ensure Elder victims immediate needs are met (i.e. food, shelter, clothing & transportation)

• Provide Elder victim access to confidential advocacy and counseling through referral to local and/or tribal services providers

• Accompany Elder victims to court hearings in Tribal, State, or Federal court meetings with the prosecutor; review, process, and track legal documents, including summons, petitions, motions, affidavits, notices, and other filings

• Coordinate and assist assigned prosecutor with Elder victim/witness trial preparation. Provide logistical support and assistance to the Elder victim during the judicial process.

• Act as liaison between Elder victims, Prosecutor’s Office, courts, law enforcement agencies, parole and probation officers

• Develop & provide community outreach to include materials for public education regarding Elder victimization and what it is

• Provide training to community, agencies and tribal government employees to increase capacity, efficiency, and response to Elder victims of crime. Assists with training local law enforcement officers, judges, and other court staff with emphasis on culturally appropriate services to Elder victims

• Perform other grant related duties as assigned

NECESSARY SKILLS AND KNOWLEDGE

• Willingness to establish and maintain effective relationships with Elder clients, the public, judges, court personnel, project partners and tribal governments

• Ability to manage a case load

• Understanding of the civil justice needs of tribal members, including the unique needs of domestic violence survivors

• Knowledge of substantive legal areas affecting domestic violence survivors and low-income individuals

• Ability to effectively communicate, motivate others, and work collaboratively with diverse groups of people with varying perspectives, experience and expertise

• Ability and willingness to learn and integrate new technologies and methodologies

• Ability to deal with victims of crime with compassion and concern

• Ability to work independently and be self-motivated

• Ability to work flexible hours

MINIMUM QUALIFICATIONS (education, experience, skills)

• Associate degree in Social Work or closely related field

• 2 years’ experience as a Family Services Worker or equivalent

• Valid Alaska Driver’s License

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
