POSITION TITLE: Family Services Manager STATUS: Exempt, FT GRADE: 5
DEPT: Youth and Family Potential PMC PROGRAM: Head Start SALARY: $70,000/yr
REPORTS TO: Head Start Family Services Director SUPERVISES: Family Advocates/ERSEA Specialist
SUMMARY: Plans, organizes, represents, and implements the Family and Community Partnership service area under the general direction of the Family Services Director
COLLABORATES WITH: Early Childhood Services Team, Child Care Partners, Families
ESSENTIAL responsibilities:
· Maintains a thorough knowledge of Head Start policies and procedures, stays up to date on changes to federal and state regulations
· Maintains a thorough knowledge of other State and Federal early childhood programs
· Maintains effective communication between Grantee and Partner Sites
· Supervises Family Advocates to ensure full enrollment at partner sites, implement individualized Family Partnership agreements with parents, and supports systems to ensure children’s health requirements are met
· Supervises ERSEA Specialist to ensure requirements efforts support enrollment, as well as tracking of attendance to meet federal requirements
· Acts as a community liaison for the YWCA and Early Childhood programs
· Coordinates and monitors through collaboration with data team, services performed by the Family Advocates to ensure the areas of family well-being, community partnership, family engagement and family goal setting are being implemented in alignment with the Head Start Performance Standards.
· Monitors ongoing reports of data through use of the database and ensures accuracy and deliverables are met
· Engages with community stake holders to develop partnerships that support the needs of families
· Meets requirements of the Head Start performance standards
· Coordinates with other YWCA program leaders to ensure the needs of all families are met
· Becomes familiar with Parents as Teachers Parenting Curriculum and monitors it’s implementation and approach with staff, partners and families.
KEY DELIVERABLES:
- Meets or exceeds deliverables stated in Head Start contract
- Effectively meets budget projections and in-kind requirements
- Ensures data and reporting is entered accurately and on time
- Hires and provides oversight of staffing
- Actively participates in YWCA events and activities
- Builds and fosters relationships with key stakeholders and partners
- Maintains a strong understanding of Head Start and other state and federal childhood programming regulations
- Coordinates with other key YWCA programs including CCAP, Tummy and Economic Empowerment
NON-ESSENTIAL RESPONSIBILITIES: Participate in administrative and program meetings, as appropriate. Participate in ongoing YWCA events and activities.
OTHER DUTIES AS ASSIGNED: Other duties outside of the responsibilities of the position may be assigned, whether for a project, special needs task or other assignment.
QUALIFICATIONS:
· Fluent in written and spoken English required; Bilingual in written and spoken Spanish preferred
· Experience in human services program management, including program planning, operations & evaluation, and the use of management information systems
· Ability to pass a health examination and a criminal background check
· A demonstrated ability to work independently, while prioritizing and managing multiple assignments simultaneously as needed
· Must be able to travel
· Ability to work nights and weekends as needed
· Well-developed problem-solving, communication skills
· Ability to adapt to change
· Ability to work collaboratively with individuals from various education, socioeconomic, and cultural backgrounds

Professional Training Required: A minimum of fifteen (15) hours of professional training related to Early Childhood and/or to the responsibilities of the position is required annually.
EDUCATION REQUIRED: Bachelor’s degree or equivalent in Early Childhood Education, Child Development, social welfare, public administration, or one of the social sciences/Masters preferred.
WORK ENVIRONMENT: The work environment includes offices; members and visitors may visit with children. The noise level is usually moderate. Movement requirements include walking, stooping or kneeling. There may be a need to reach, lift or move objects, such as packages, supplies and computers. Normal (or corrected) vision range; ability to see color and to distinguish letters, numbers and symbols are necessary to the work, which may require close viewing. Occasionally may need to lift and/or move up to 30 pounds. Communication needs include seeing, hearing and speaking. While in the office, there will be periods of sitting, holding a telephone and using computers. WORK SCHEDULE: Monday – Friday, 8:00 – 4:00 this position may require work on some evenings and weekends. schedule can vary depending on the needs of the agency.
