Job Description
The Texas School Safety Center (TxSSC) is an official university-level research center at Texas State University. The TxSSC is tasked in Chapter 37 of the Texas Education Code and the Governor’s Homeland Security Strategic Plan with key school safety initiatives and mandates. The TxSSC serves as the clearinghouse for the dissemination of safety and security information through research, training, and technical assistance for K-12 schools and junior colleges throughout the state of Texas. As a result, Texas has become a national leader in school safety practices and is relied upon for assistance and guidance from jurisdictions throughout the nation.
The Program Coordinator will work closely with the Program Manager ( FDA State Program Coordinator) to coordinate and provide oversight to the Food and Drug Administration ( FDA ) State Tobacco Compliance Check Inspection Program enforcement activities statewide. This position will serve as the State FDA Back-Up Program Coordinator and will assist the Program Manager ( FDA State Program Coordinator) in ensuring compliance with contractual obligations, FDA directives and requests, and will also serve as an Inspector conducting field inspections as needed. This position serves as the Back-Up liaison to the FDA for purposes of administering this program in times when the Program Manager ( FDA State Program Coordinator) is not able to perform such duties. All work performed in this position is sensitive and highly confidential.
This position assists in the coordination of all inspector-related functions such as, training and technical assistance, creating and issuing work assignments, and performance monitoring. This position is also responsible for compiling numerous required and highly detailed programmatic reports. This position responds to program related inquiries, monitors, reviews, and manages work assignments of inspectors and FDA staff within the FDA database. This position serves as the program lead for all FDA Contract Specialists assigned to this program and coordinates the work of the FDA team.
This position performs various functions such as serving as program lead, assigning tasks and helping coordinate the FDA project and tasks of multiple FDA Contract Specialists.
Job Duties
+ Assists Program Manager in serving as a liaison between FDA agency representatives at the federal level, FDA state program staff, and FDA Inspectors and inspection teams
+ Serves as back-up to Program Manger as point of contact for FDA program when Program Manager is not able
+ Serves as a lead Contract Specialist and coordinates the work of other FDA Contract Specialists
+ Provides ongoing training and direction to FDA Contract Specialists, and assists them in providing a consistent, coordinated approach to Inspector contract management to include all assignments, desk review analysis, feedback, and fieldwork oversight/monitoring
+ Assists Program Manager in maintaining and updating all program guides, standard operating procedures, quality assurance plans, etc. to meet ongoing program requirements, changes, and FDA audit guidelines
+ Assists Program Manager in developing and implementing technical assistance, training, and monitoring protocols to ensure quality assurance of all field inspection operations
+ Conducts ongoing technical assistance and performance monitoring of FDA Inspectors for programmatic quality assurance
+ Assists Program Manager in coordinating internal program functions to meet required FDA program requirements and timelines in all program areas to include communication with FDA Contract Specialists and FDA Inspectors, management of FDA -issued assignments, timely review of assignments, management of evidence, and management of files and record keeping functions
+ Monitors and manages assignment data in the federal database and maintains state retailer list to ensure accuracy
+ Reviews routine program and financial summary data reports to analyze, track and improve work assignments to meet program goals
+ Assists Program Manager in preparation of monthly, quarterly, and annual program reports to meet reporting requirements and deadlines
+ Maintains up to date knowledge and expertise regarding the Family Smoking and Prevention Control Act and FDA’s Center for Tobacco Products
