JMT is seeking a Client Relations Manager for its Department of Defensedesign and construction management business with a key focus on US Army Corps of Engineers (USACE) and Naval Facilities Engineering Systems Command (NAVFAC). The successful candidate will be responsible for driving the strategy, growth, and collaboration of JMT’s related practices and services as well as providing input and direction to enhance our related business operations to ensure quality, efficiency, and client satisfaction.
The Client Relations Manager must be a strong leader, able to inspire, motivate and build teams, and communicate effectively. This role will collaborate with JMT executive leadership, practice leaders, and regional/office leaders to drive growth and success for DOD clients and our staff in their areas.
Essential Functions and Responsibilities
- Lead Strategic Plan development and management for the Federal Program, DOD Agencies Design and CM Contracts that generates strategies and drive customer growth to specific clients and towards a specific contract vehicle
- Lead and collaborate with our Federal Leadership Team and a variety of design disciplines in the development of large-scale and strategic opportunity targets for Department of Defense (DOD), specifically US Army Corps of Engineers (USACE) and Naval Facilities Engineering Systems Command (NAVFAC)
- Complete competitor and business analyses and market research to improve/grow the overall portfolio depth and quality
- Develop expertise in market audience, trends, politics, policies, finding, client needs, and competitors, partners at the national level
- Business Development and Strategic Pursuits
- Implement strategies to generate leads and drive growth, including identifying potential opportunities, participating in presentations and proposal development
- Drive business development efforts to acquire new clients and projects within the regional areas of JMT that overlap with the Corps and NAVFAC Districts and AOR’s
- Monitor and support pursuit opportunities and lead major capture efforts
- Manage key relationships with major internal/external clients
- Develop and manage relationships with partners in industry for design and construction programs
- Performance Monitoring and Analysis, monitor and analyze key performance metrics to assess the effectiveness and performance of the client and all contracts, including project specific and IDIQ contracts
- Track project metrics, financial performance, and client satisfaction scores to identify areas for improvement and optimization
- Contract management including client engagement, understanding client needs and challenges, will play a key role in client relationship management, communications, resource planning, stakeholder engagement and client satisfaction
- Oversee risk management, pricing, and proposal review processes
- Strengthen and encourage core discipline collaboration to optimize cross-selling opportunities
- Interface with practice and regional/office leaders to maintain operational performance across practices and regions/offices
- Identify and lead resolution of internal issues/barriers to growth
- Oversee execution of existing contracts to ensure quality, profitability, and superior client satisfaction
- Collaborate with existing Federal market business development team and market managers for clients internally
- Participation with Society of American Military Engineers (SAME) and a variety of National Federal events, industry days and program briefs in the targeted areas for JMT growth
- Troubleshoot and personally monitor any required corrective actions to fully recover and ensure client satisfaction on necessary projects
- Provide oversight to ensure quality management systems are consistently followed
Nonessential Functions and Responsibilities
- Perform other related duties as assigned
- Bachelor’s Degree with 15+ years of related experience or demonstrated equivalency of experience and/or education, including leadership experience.
- Licensed Professional Engineer (preferred) or Registered Architect
- Demonstrated leadership experience within USACE or NAVFAC at a program management level
- Progressive experience in the Department of Defense design/construction market sector including successful leadership of multi-disciplinary design projects and programs
- Thorough understanding of Federal Acquisition Regulations (FAR) and requirements for design consultants
- Thorough understanding of design and construction processes, regulatory requirements, and business practices
- Client and industry relationships with a preference for Federal and DOD organizations with large capital programs
- Demonstrated success in meeting or exceeding business growth goals and/or business development metrics
- Must successfully complete and pass JMT's Motor Vehicle screening
Preferred Experience
- Network with other consultants in the DOD community and USACE/NAVFAC leadership
- Certified Construction Manager or Project Management Professional (PMP) Certification
- Experience with sustainable design, net-carbon neutral construction, and certification programs
- Experience with Federal procurement, design and construction
- Experience with Design-Build and other alternative delivery methods
Working Conditions
Work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Occasional visits to field (construction) locations are required. Field work may require climbing, walking, and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs.) may be required. Travel to JMT locations and project sites required as needed.
