Responsibilities:REI Systems requires a subject matter expert in identity management for our Federal customer. The successful candidate will have a deep understanding of Federal cybersecurity regulations and frameworks, risk management, and identity and access management. The ideal candidate will possess deep expertise in FICAM standards and methodologies, focusing on enhancing security, compliance, and efficiency within federal and regulated environments. This candidate will work with representatives from other Federal agencies as an active participant in working groups. This working group will provide governmentwide feedback on best practices for implementing and operating identity management for citizen services (eg, public users of government systems). The successful candidate will support the writing and research for this guide as well as evaluate, integrate and reconcile working group comments.
Position Type
This position will be a 1099 position. Remote work is acceptable. Travel is not expected. This position has an opportunity for a full-time role within REI.
Position Duration
The work is expected to last from October 2024 thru March 2025 with an estimated 20 - 40 hours per week.
Scope of Work
- Research and draft public identity best practices on how the U.S. Government provides services to the public.
- Align best practices to Federal Identity, Credential, and Access Management (FICAM) guidelines.
- Analyze current identity and access management systems and practices to identify areas for improvement to enhance system performance, security, and compliance with FICAM standards.
- Advise working group lead on best practices and help prioritize based on need.
- Draft sections of the guide based on findings.
- Work with high impact services provider agencies and standards organizations to collaborate, learn, and draft best practices already in place.
- Create comprehensive documentation based on FICAM best practices, guidelines, and procedures.
- Report to the working group on the effectiveness and impact of best practices and compliance measures.
- Inform working group lead on current standard limitations and provide recommendations to help remediate the identified limitations.
- Track and adjudicate agency comments and suggestions in collaboration with and under the guidance of the working group lead.
- Publish final draft after reviews and approvals by the community and division director onto public government website.
Deliverable(s)
- Identity Management Best Practices Guide. This includes final copy as well as interim drafts as dictated by to-be-established milestones.
Qualifications - Experience, Skills, and Certifications
- Minimum of 10 years of experience in cybersecurity with at least 3 years in an identity and access management role including specific experience with FICAM standards and federal regulations.
- Proven experience in developing and implementing identity management strategies in a federal government environment relating citizens identity
- Knowledge of the relevant technology stack supporting identity management and interoperability across different platforms
- Knowledge of remote enrollment, verification and proofing
- Knowledge of multifactor authentication including phishing resistant authenticators
- Experience with identity and access management tools and compliance management platforms across the industry and high impact providers
- Experience with Zero Trust Architecture is desirable
- Strong knowledge of federal cybersecurity regulations and standards, including FISMA, NIST, and FedRAMP including NIST Digital Identity Guidelines (SP 800-63)
- Excellent interpersonal skills with the ability to interact with clients and stakeholders
- Strong writing, analytical and problem-solving abilities
Preferred Certifications: Relevant certification(s) such as Certified Identity and Access Manager (CIAM), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM).
Education: Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field. Advanced degree preferred.
Clearance: Willing to obtain and maintain Public Trust.
