WSP is currently initiating a search for a Federal Programs Pacific Region Director for our office in Honolulu, HI . Be involved with key clients around the Pacific Rim to support our Federal Programs Team and be a part of a growing organization that meets our client’s objectives and solves their challenges. Pacific Rim region will include Hawaii, Alaska, Japan, Guam, Republic of Korea as well as other Pacific Island and other regional areas with opportunities supporting the U.S. DoD.
The Federal Programs Pacific Region Director will focus on growing the Federal Team’s DoD portfolio (NAVFAC; USACE and USAF Programs), which includes delivering our service capabilities to include architecture, engineering, planning, environmental engineering and program management; as well as focusing on enhancing and strengthening relationships to drive new business opportunities.
The position will work with operations and delivery leaders across all sectors, as well as with regional and national leadership, to position WSP as the preferred and trusted choice for clients and employees. In addition to existing WSP staff in Hawaii, this position will also have “reach-back” support from our CONUS offices.
Your Impact
+ Promote WSP Federal Programs through targeted DoD opportunities in the Pacific Rim.
+ Works with WSP Federal Programs District Lead and Business Development Leads (USACE, NAVFAC and USAF) for operational delivery and strategic growth of Federal Programs in the Pacific.
+ Identify gaps and recruit any needed talent or Subject Matter Experts (SME’s) for project delivery, marketing, and associated support.
+ Build and promote WSP’s local presence in the Pacific through strategic networking with other firms, attendance at local industry events (SAME, etc.); sponsorships, etc.
+ Lead or support proposal / scope review / project contract documents, risk and pricing.
+ Draft Project Risk Register/Mitigation Plan, Project Execution Plan and the Project Quality Plan tailored to client requirements.
+ Lead or support our Contracts Quality Plan including client expectations, client satisfaction reviews, and checks of deliverables and audits of the QC process.
+ Collaborate with Operational/Group/Design Leaders for assignment of appropriate PM’s & staff to projects.
+ Help integrate local/regional resources of newly acquired firms into WSP and WSP Federal Programs.
+ Manages, coaches and provides skills and career development for aligned staff.
+ Assists any PMs and Client Sponsors, Account Leads, and/or Managers with Client management and satisfaction.
+ Transition into Client Account Leader for USACE Far East District, including our existing IDIQ Contract and future opportunities. Conduct regular client engagement to include Executive Program Reviews.
+ Manage Direct Reports – Project Managers (eventually 4 to 5 PMs). This can vary based on project complexity, size, type, and growth of the practice. May serve as PM on select projects as well.
+ Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
+ Perform additional responsibilities as required by business needs.
Metrics and KPIs:
+ Support our DoD BD leads & demonstrate growth of Federal Programs in the Pacific Rim.
+ Client Management and Satisfaction.
+ Aligned PM Performance & coordination with local and “reach-back” support teams.
+ Operational governance, process adherence and quality.
Required Qualifications
+ Bachelor’s degree in Architecture, Civil Engineering, Planning, or related degree.
+ 15+ years of successful experience proposing on, negotiating fee proposals, and delivering Architectural & Engineering (AE) planning, design, and AE construction-phase oversight services on projects under U.S. Department of Defense (DoD) IDIQ contracts.
+ 5+ years' experience managing multi-disciplinary engineering/architectural teams.
+ Professional registered US Engineer or licensed Architect.
+ Strong knowledge and overall understanding of DoD clients’ processes and criteria; US contracting industry; knowledge of Federal budgeting, industry business drivers and motivators.
+ Experience leading strategy and marketing for Federal contract acquisitions; demonstrated experience in working with cross-functional teams and a variety of stakeholders, and in developing and executing strategies to deliver business results.
+ Excellent knowledge and experience of servicing client needs and effective program planning and execution.
+ Demonstrated track record of managing large and small complex projects and pursuits.
+ Strong business development skills with attention to win strategies and differentiators.
+ Strong negotiation skills.
+ Proven ability to communicate and under limited time constraints.
+ Relocation assistance is not available for this position.
Preferred Qualifications
+ Active US Government issued Secret level Security Clearance, or the ability to obtain.

Compensation:
Expected Salary: $180,300 - $250,000
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
