Federal Proposal Manager - OSC Edge

As a Federal Proposal Manager, the individual will conduct end-to-end proposal lifecycle management for Federal proposals. The Proposal Manager will review RFPs, RFQs, and RFIs to break down proposal requirements and create compliance matrices and proposal outlines. This individual will lead the team assigned to individual proposals and drive proposal development and momentum. The Proposal Manager also ensures compliance with proposal requirements and timely proposal submission.

This is anticipated to be a junior level proposal manager position

Responsibilities

• Manages proposals following an adapted Shipley proposal management process.
• Manage proposal teams that include proposal writers, graphic designers, solution architects, technical SMEs and pricing analysts, and subcontractor teammates
• Create compliant proposal templates and compliance matrices
• Use compliance matrix to ensure proposal compliance
• Organize and lead proposal kickoffs and color team review kickoffs/debriefs using PowerPoint slides
• Develop proposal schedule and track proposal tasks during proposal development
• Responsible for desktop publishing in Microsoft Word 365
• Creates and coordinates data calls with teammates and partners
• Identifying and communicating risks associated with proposals.
• Occasionally assist with writing Executive Summaries and introductions for proposal sections.
• Coordinate staffing planning meetings and solution sessions
• Leads “debrief assessment” meetings to discuss and analyze recent proposals
• Performs other tasks as required by the OSC office

Required Qualifications/Education and Experience

• Bachelor’s degree in English, Communications, Business, or Computer Science related discipline
• Working remotely, this might include working after-hours and weekends
• 3 or more years of experience managing Federal proposals, particularly the (DoD) Department of Defense
• Experience managing Cyber/IT Federal Proposals
• Excellent written communication, coordination, and presentation skills
• Advanced Microsoft Word 365 formatting skills and Suite Tools including TEAMS
• Ability to work under pressure and meet deadlines

Preferred Qualifications/Education and Experience

• Shipley or APMP certification
• Technical Writing for Cyber and IT Solutions
• Experience with proposal tools like Visible Thread and Responsive (RFPIO)
