The State of Maine is now recruiting staff for the new Maine Paid Family and Medical Leave (PFML) Program. The PFML Examiner will be key team members in one of the largest and most impactful new programs in the State with the objective of delivering a service that Mainers can easily use in their time of need.
DESCRIPTION: This position examines employer records to determine status and contribution liability under employment security law. Work includes systematically examining and verifying employer records, collecting delinquent contributions, advising employers on PFML laws, and advising employers to properly register for the PFML program. This work will be performed under limited supervision in a primarily remote role and reports to the Audit and Compliance Unit Manager located within the PFML Finance and Audit Division..
Primary responsibilities include:
+ Advises employers and prospective employees as to the application of pertinent provisions of the Paid Family Medical Leave Law in order to provide information.
+ Audits and reviews employer records in order to determine contributions due, reconcile findings on previously submitted reports, ascertain correct amount of wages in disputed claims, and determine the correct amount of any interest and penalties due or overpaid.
+ Contacts employers and examines records in order to collect delinquent reports, contributions, penalties, and interest.
Investigates and determines the preliminary status of worker classification
+ Determines methods of collections such as payment plan arrangements and/or legal actions in order to collect delinquent accounts.
+ Investigates employer assets and examines records on file and presents testimony in order to secure information relative to contribution litigation such as liens, judgments filed, disclosure hearings, and employer appeals.
+ Consults with employing units in order to advise them on developing and installing an accurate accounting system.
Skills or knowledge required:
+ Knowledge of accounting and auditing principles, practices, and procedure.
+ Knowledge of agency goals, objectives, and procedures.
+ Ability to establish and maintain effective working relationships.
+ Ability to analyze accounting data and reports and make appropriate recommendations.
+ Ability to understand and follow prescribed auditing procedures
+ Knowledge of report writing, format, and techniques.
+ Ability to establish and maintain effective working relationships.
+ Ability to communicate effectively
+ Ability to write clearly and effectively.
Minimum qualifications:
Bachelors Degree in accounting, business administration, economics or related field and two (2) years of technical or administrative level experience in accounting, auditing, tax preparation or examination, or related field (must include customer service and public contact). Comparable work experience may be substituted for education on a year-for-year basis.
