General Purpose
Provide technical expertise and support all activities in the specialized fields of substation apparatus, protection and control equipment or communications equipment. Act as an expert to personnel in a specialized field to investigate and resolve problem situations or complex issues. Facilitate internal training for substation journeyman, relay technicians or communications technicians. Research, analyze, develop, and implement new programs, systems and/or processes in response to changing internal and external conditions. Develop and maintain operational and procedural documentation.
Establishes and implements business objectives, strategies, and plans. Implements and supports Company programs and policies.
This position is in T&D System Operations – Apparatus, Substation Technical Support.
Responsibilities
• Plan and manage the work of the functional group. Lead projects and initiatives.
• Provide technical expertise to critical and highly complex substation, distribution and transmission operation and control functions within the business.
• Independently conduct highly complex engineering research studies and technical analyses in areas of specialized expertise not commonly available or obtainable in the competitive engineering market.
• Develop and modify policies and practices to improve the overall operational effectiveness of PacifiCorp's transmission and distribution system.
• Lead development and implementation processes and procedures to enhance operational effectiveness.
• Communicate program and policy updates with impacted stakeholders, to include substation operations staff and management, asset management, maintenance review committee, and technical support staff.
• Perform presentations and lead discussions with senior management, operations staff and management, and technical support staff on substation technical support issues for PacifiCorp.
• Evaluate policies, procedures and other documentation and ensure all aspects of electrical operations are in accordance with company safety procedures, legislative requirements and meet all NERC reliability standard requirements.
• Supervise local relay technicians, communication technicians, and substation journeymen and develop and review daily and weekly schedules when required.
• Analyze schemes and prints and prepare field notebooks and outlines for installation of substation equipment.
• Work with engineers and operations staff to resolve system and design issues.
• Provide training as needed for various departments including dispatch, relay technicians, relay technician trainees, communication technicians, communication technician trainees, substation journeyman, substation journeyman apprentices and switchman.
• Provide technical oversight and guidance to the T&D system operations apparatus support staff.
• Serve as the Company expert in a specialized field and provide authoritative consultation and recommendations to senior management.
• Determine methods and techniques for obtaining results
Requirements
• Bachelor’s Degree in Electrical Engineering or a related field; or the equivalent combination of education and experience.
• A minimum of seven years of industry experience as a substation commissioning, design, or maintenance engineer or related field.
• A minimum of three years’ experience in a supervisory or functional management role.
• Knowledge of the power system.
• Assessment skills including problem diagnosis and identification of proper methods and techniques to resolve and prevent future problems.
• Communication and interpersonal skills including the ability to consult and resolve internal and external customer issues which maybe critical, sensitive, or urgent in nature.
• Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.
• Expert knowledge of current technologies, tools, systems, and vendors.
• Proficient with the use of personal computers and automated tools.
• Understanding of applicable company policies, practices, and procedures.
• Project management and leadership skills including the ability to work as a team member, maintain project timelines, budgets, and deliver on commitments.
• Ability to perform effectively in high-pressure situations while maintaining focus and calmness.
• Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations.
• Expert knowledge and applications of principles in applicable area of specialty.
• Ability to effectively translate technical jargon into layman’s terms.
• Travel may be required.
• Respond after hours to support field crews as required.
Preferences
• Experience supervising technical personnel.
• Advanced technical degree or Professional Engineering (PE) license
• Project Management Professional (PMP) certification.

This position is eligible for an annual discretionary performance incentive bonus of up to 15.00% of salary.
